Along with the revenue bonds used for arena<br />

construction, the hotel tax also generated $2.3<br />

million prior to arena construction. This<br />

revenue was contributed toward arena<br />

fund<strong>in</strong>g. Other fund<strong>in</strong>g sources <strong>in</strong>cluded $5.1<br />

million <strong>in</strong> nam<strong>in</strong>g rights revenue generated <strong>by</strong><br />

the arena, convention center <strong>and</strong> adjacent<br />

plaza, a $1.5 million State contribution, a $1.2<br />

million contribution from the Village of<br />

Ashwaubenon, <strong>and</strong> $4.4 million <strong>in</strong> <strong>in</strong>terest<br />

earn<strong>in</strong>gs.<br />

Arena at Harbor Yard<br />

The 10,000-seat Arena at Harbor Yard <strong>in</strong> Bridgeport, Connecticut opened <strong>in</strong> 2001 at a cost of<br />

$60 million, <strong>in</strong>clud<strong>in</strong>g approximately $2.0 million <strong>in</strong> l<strong>and</strong> acquisition costs. The largest source<br />

of fund<strong>in</strong>g for the project was a $35.0 million allocation of a State grant approved specifically<br />

for development with<strong>in</strong> the City of Bridgeport.<br />

The orig<strong>in</strong>al cost estimate for the Arena was $47.0 million, with the City agree<strong>in</strong>g to contribute<br />

$4.0 million <strong>and</strong> cover any cost overrun,<br />

which amounted to approximately an<br />

additional $13.0 million <strong>by</strong> the time the<br />

project was completed. The City’s $17.0<br />

million contribution came <strong>in</strong> the form of a<br />

general obligation bond issuance for capital<br />

projects. The bonds were not issued<br />

specifically for the arena. A portion of the<br />

overall City-wide bond issue was allocated<br />

toward arena construction.<br />

The f<strong>in</strong>al source of funds came <strong>in</strong> the form of an $8.0 million upfront contribution from<br />

Centerplate, which operates the Arena. The operator contribution was the only private source of<br />

funds for the project.<br />

The Verizon Wireless Arena <strong>in</strong> Manchester New Hampshire has a capacity of 11,000 <strong>and</strong> opened<br />

<strong>in</strong> 2001. The Arena was constructed at a cost of $65.0 million, <strong>in</strong>clud<strong>in</strong>g $2.8 million <strong>in</strong> l<strong>and</strong><br />

acquisition. The majority of fund<strong>in</strong>g for the project consisted of $50 million <strong>in</strong> bonds issued <strong>by</strong><br />

the Manchester Hous<strong>in</strong>g Authority on behalf of the City. The City leases the arena from the<br />

Authority, with the bonds backed <strong>by</strong> the City’s lease payments to the Authority.<br />
