I. Introduction<br />

Conventions, <strong>Sports</strong> <strong>and</strong> Leisure, International (“CSL”) was reta<strong>in</strong>ed <strong>by</strong> the <strong>Coeur</strong> d’Alene<br />

<strong>Sports</strong> <strong>Complex</strong> Committee (“Committee”) to conduct a feasibility study to evaluate the<br />

potential development of a sports <strong>and</strong> event complex at the Riverstone development <strong>in</strong> <strong>Coeur</strong><br />

d’Alene, Idaho. This report outl<strong>in</strong>es the key f<strong>in</strong>d<strong>in</strong>gs associated with the analysis of local market<br />

conditions, market dem<strong>and</strong>, supportable facility program, event levels, f<strong>in</strong>ancial operations,<br />

economic impacts <strong>and</strong> potential sources of project fund<strong>in</strong>g.<br />

The Riverstone development is located northwest of downtown <strong>Coeur</strong> d’Alene, between<br />

Interstate Highway 90 <strong>and</strong> the Spokane River. Much of the development at Riverstone has<br />

already been completed, <strong>in</strong>clud<strong>in</strong>g a 14-screen movie theater, two hotels, a spa <strong>and</strong> salon, a<br />

fitness center, residential condom<strong>in</strong>iums, several retail <strong>and</strong> restaurant establishments <strong>and</strong> a 10acre<br />

park featur<strong>in</strong>g a lake <strong>and</strong> hik<strong>in</strong>g/bik<strong>in</strong>g trails.<br />

As part of the future plans for cont<strong>in</strong>ued development at Riverstone, consideration is be<strong>in</strong>g given<br />

to a multi-purpose sports <strong>and</strong> event complex that would be located on the northwest portion of<br />

the property. The complex is envisioned to consist of a multi-purpose <strong>in</strong>door event facility, a<br />

new baseball field <strong>and</strong> support spaces such as park<strong>in</strong>g facilities. The proposed <strong>in</strong>door<br />

component of the project could fill an exist<strong>in</strong>g need <strong>in</strong> <strong>Coeur</strong> d’Alene for a variety of sports,<br />

spectator <strong>and</strong> flat floor space.<br />

The purpose of CSL’s engagement was to assess the feasibility of the sports complex portion of<br />

the development. The study process, outl<strong>in</strong>ed here<strong>in</strong>, consisted of detailed research <strong>and</strong> analysis,<br />

<strong>in</strong>clud<strong>in</strong>g a comprehensive set of market-specific <strong>in</strong>formation derived from the follow<strong>in</strong>g:<br />

• Local market visits;<br />

• In-person <strong>in</strong>terviews/meet<strong>in</strong>gs with a variety of key constituents <strong>and</strong> stakeholders;<br />

• Research <strong>and</strong> analysis of local market conditions <strong>and</strong> national <strong>and</strong> regional trends;<br />

• Analysis of facility data from comparable <strong>and</strong> competitive/regional facilities <strong>and</strong><br />

markets; <strong>and</strong>,<br />

• Interviews with promoters <strong>and</strong> planners of various spectator <strong>and</strong> flat floor events.<br />

Throughout the study process, efforts were made to solicit the <strong>in</strong>put <strong>and</strong> op<strong>in</strong>ions of a wide<br />

variety of stakeholders through <strong>in</strong>terviews conducted <strong>in</strong> person, <strong>by</strong> telephone <strong>and</strong>/or through<br />

email correspondence. The follow<strong>in</strong>g is a list of organizations <strong>and</strong> <strong>in</strong>dividuals with whom<br />

<strong>in</strong>terviews were conducted for this study.<br />
