• Costs/benefits/return on <strong>in</strong>vestment – the facility’s ability to generate new revenues<br />
(i.e., from taxes, operat<strong>in</strong>g <strong>in</strong>come <strong>and</strong> ancillary facility-related revenues, etc.) <strong>in</strong><br />
excess of quantifiable facility-related costs (i.e., construction costs, operat<strong>in</strong>g costs,<br />
market<strong>in</strong>g costs, etc.).<br />
• Intangible benefits/public good – the ability of the facility to represent an important<br />
resource for the local community, regardless of f<strong>in</strong>ancial or economic concerns.<br />
These types of benefits add to the local community’s “quality of life” <strong>in</strong> the same way<br />
that libraries, museums <strong>and</strong> recreational parks do, without consideration of the<br />
economic impacts that the facility might generate.<br />
When evaluat<strong>in</strong>g the feasibility of an event facility, communities throughout the country have<br />
differed <strong>in</strong> the specific criteria that best reflects the def<strong>in</strong>ition of feasible for their community.<br />
For <strong>in</strong>stance, one community may focus more on the ability of the project to be operationally<br />
self-supportive (i.e., generate an annual f<strong>in</strong>ancial operat<strong>in</strong>g profit) rather than the <strong>in</strong>tangible<br />
“public good” aspects the project would provide local residents. The research, data, <strong>in</strong>formation<br />
<strong>and</strong> analysis provided through this study is <strong>in</strong>tended to allow the Committee <strong>and</strong> other<br />
community constituents to draw their own <strong>in</strong>formed conclusions concern<strong>in</strong>g the feasibility of the<br />
proposed sports complex.<br />
