ABSTRACT
This chapter provides an overview of the development of EU policy
towards the South Caucasus from early 1990s to our days, focusing on
the role of the EU institutions, as well as those member states that were
the most active players in the region. It concludes that during last twenty
years the EU has developed interests towards the South Caucasus,
diplomatic presence and economic links, especially in energy area.
The EU’s involvement in the region has grown significantly since the
European Neighbourhood Policy and especially the Eastern Partnership
were launched. However, the EU still has to develop a comprehensive
strategy that would tackle the security deficit in the South Caucasus,
where the unresolved conflicts impede development of democracy,
prosperity and regional integration.
