ABSTRACT<br />

This chapter provides an overview of the development of EU policy<br />

towards the South Caucasus from early 1990s to our days, focusing on<br />

the role of the EU institutions, as well as those member states that were<br />

the most active players in the region. It concludes that during last twenty<br />

years the EU has developed interests towards the South Caucasus,<br />

diplomatic presence and economic links, especially in energy area.<br />

The EU’s involvement in the region has grown significantly since the<br />

European Neighbourhood Policy and especially the Eastern Partnership<br />

were launched. However, the EU still has to develop a comprehensive<br />

strategy that would tackle the security deficit in the South Caucasus,<br />

where the unresolved conflicts impede development of democracy,<br />

prosperity and regional integration.<br />
