Oportunidad y cambio son dos palabras infrecuentesen la historia argentina de las últimas décadas. Lejosde ampliarse, las oportunidades se fueron acotandopara la mayoría de los argentinos. Y el cambio siemprese movió entre dos extremos: cambiar para mejoraro, cambiar para hundirse. Y al no valorarse susmatices, sus intermedios, el cambio quedó vacío desentido.En San Luis la existencia de una oportunidad que habilitaal cambio permite vislumbrar que algunos delos obstáculos señalados por los usuarios del programase pueden mejorar a futuro porque, justamente,aparecen cuando el plan se pone en marcha, y losajustes son necesarios.Lo advertimos nosotros y los maestros a cargo deesos CID: el Estado provincial brinda soporte a los excluidosdel mercado de trabajo a través de planes deasistencia pero no logra aún alentar a esas personasa aprovechar las oportunidades que el mismo Estadoofrece para construirse un futuro mejor. Y construirseun futuro mejor no se relaciona, en este caso, sólocon una posibilidad económica superior a la actual,sino, más que nada, personal, de autoestima, de ampliaciónde relaciones, de enriquecimiento, de aportea la comunidad.Hay un trabajo a largo plazo que se advierte y esoes muy alentador. Cuando Alicia Bañuelos, la rectorade la ULP, afirma que están educando a los chicosdel futuro, sin dudas lo están haciendo. Y sólo en 20años podremos comenzar a descubrir qué cosas semodificaron en la conformación de la sociedad sanluiseña.Pero el mientras tanto es alentador, no sólopor la existencia de un plan sino porque existe la voluntadpolítica de soportarlo y de modificarlo cuandose advierte que ciertas decisiones no fueron las másapropiadas. Todo, sin perder el hilo conductor de lapolítica inicial: la inclusión digital, sí, pero sobre todola social.Es que no basta solamente con el acceso social a latecnología y a los conocimientos, sino elegir aquellosque resulten útiles para determinados procesos. Far from broadening, opportunities have diminishedfor most Argentineans. And the change always shifted between twoextremes: change to improve or change to sink. And by not givingvalue to its shades and middle colors, the change emptied of anymeaning.In San Luis the existence of an opportunity that leads to a changeallows to discover that some of the obstacles pointed out by users ofthe program can improve in the future, because they appear whenthe plan is being implemented and adjustments are necessary.We can see it and the teachers at the CID can see it: the provincialstates provides support to people excluded from the work marketthrough assistance plans but fails in encouraging those people totake advantage of the opportunities that the State itself offers themto build a better future. And building a better future is not related inthis case with a economic situation better than the current one, it isrelated to a persona improvement, self esteem, broadening relationships,enrichment and community support.There is a long term work that can be envisioned and it is very encouraging.When Alicia Bañuelos, the University dean, affirms thatshe is teaching the children of the future, there no doubts she is doingso. And in only 20 years we could start discovering which things weremodified in the formation of the local society. But meanwhile it is encouraging,not only because of the existence of a plan but also becausethere is a political will to support it and modify it when decisionstaken were not the most appropriate ones. All this, keeping in mindthe original political thread: digital inclusion, but above all social inclusion.Social access to technology and knowledge is not enough, it is importantto choose knowledge that is relevant for certain processes.
