Proposed measures<br />
Policies that reduce social inequalities are recommended as suicide prevention measures.<br />
In the investigation “Ungdomar, stress och psykisk ohälsa” (Young people, stress and<br />
mental illness) (SOU 2006:77) two measures to improve quality assurance in pre-schools<br />
and schools are presented. The first measure would be to initiate an activity commissioned<br />
to supply systematic reviews of the effects of different pedagogic interventions. The<br />
second measure would be to develop the SIRIS and SALSA databases run by the Swedish<br />
National Agency for Education to extend them and include information about students’<br />
academic performance, mental health and perceptions of their working environment. The<br />
investigation in which these suggestions are presented is currently being drafted in the<br />
Ministry of Education and Culture.<br />
Follow-up indicators<br />
Social differences can be followed-up with the Gini-coefficient for disposable income,<br />
which is already in use in the follow-up of national public health policies. The suggested<br />
system for pre-school-based and school-based indicators constitutes a system for the<br />
national follow-up of the skills of children and adolescents.<br />
Reducing alcohol consumption in the population<br />
<strong>för</strong>slag <strong>till</strong> <strong>nationellt</strong> <strong>program</strong> <strong>för</strong> <strong>suicidprevention</strong> 13<br />
There is a strong relationship between average alcohol consumption in the population and<br />
incidence of suicide. This relationship is particularly evident among young men. In addition,<br />
there is strong evidence of the effectiveness of several alcohol prevention interventions<br />
in terms of their ability to bring about reduced consumption. In 2006 the Swedish<br />
National Institute of Public Health evaluated the National action plan against alcohol-related<br />
injuries that was implemented between 2001 and 2005. One of the conclusions from the<br />
evaluation is that insufficient priorities have been made to limit access to alcohol locally,<br />
regionally and nationally. Multiple public institutions share the responsibility of accomplishing<br />
this.<br />
Proposed measure<br />
Policies that reduce alcohol consumption at a national level are an important suicide prevention<br />
measure. The national action plan against alcohol-related injuries in Sweden<br />
should be followed through. Sweden should also continue to work for restrictive alcohol<br />
policies at the EU level.<br />
Follow-up indicators<br />
Self-reported total consumption among adults can be used as a measure of populationbased<br />
alcohol consumption. Other alcohol-related indicators that are relevant to suicide<br />
prevention are alcohol accessibility, risk consumption and alcohol-related deaths, primarily<br />
those due to liver cirrhosis.
