Proposed measure
It is proposed that the National Board of Forensic Medicine be assigned to run a pilot project
in collaboration with the Swedish Rescue Services Agency and the Swedish National
Institute of Public Health in which local injury prevention groups receive information on
the incidence of suicide, particularly among young people. The pilot project aims at developing
and testing a model that can contribute to improved suicide prevention measures at
the municipal level. Such measures can for instance be aimed at schools, social services,
organised leisure activities and traffic design.
Supporting Non-Governmental Organisations
Non-governmental organisations (NGOs) can more freely express opinions and make proposals
than public institutions. NGOs consequently have the ability to hasten the development
of an issue in a certain direction. SPES, a Swedish acronym for “suicide prevention
and support to survivors of suicide,” is a Swedish NGO aimed at suicide prevention, which
has been active since 1987. SPES offers support to people who have lost someone close to
them to suicide. They also perform preventive work against suicide in trying to improve
awareness of the problems of suicide, and work against taboos and preconceived notions
regarding suicide.
Proposed measure
The State can promote the work of SPES through funding in the same way that other NGOs
receive monetary support. This would require a change in the conditions that the National
Board of Health and Welfare applies when granting project funding to alcohol and drug
prevention projects. The cost is estimated at 1 million Swedish crowns per year.
