<strong>As</strong> <strong>part</strong> <strong>of</strong> <strong>our</strong> <strong>commitment</strong> <strong>to</strong><br />

<strong>rehabilitation</strong> <strong>of</strong> <strong>of</strong>fenders, <strong>the</strong><br />

De<strong>part</strong>ment has had a number<br />

<strong>of</strong> initiatives aimed at developing<br />

<strong>of</strong>fenders and involving <strong>the</strong>m in<br />

community work.<br />

DCS Annual Report 2007/08<br />

1.1 Foreword by <strong>the</strong> Minister <strong>of</strong> Correctional<br />

Services, Mr. BMN Balf<strong>our</strong>, MP<br />

At <strong>the</strong> beginning <strong>of</strong> 2007/08, I indicated that this was<br />

going <strong>to</strong> be a year <strong>of</strong> fix. The Annual Report that I am<br />

presenting here bears testimony <strong>to</strong> <strong>the</strong> many achievements<br />

we have made during <strong>the</strong> financial year, amidst<br />

<strong>the</strong> different challenges. Firstly, let me point out that<br />

<strong>our</strong> strength lies in stability in <strong>the</strong> higher management<br />

echelons. The stability was achieved by ensuring that<br />

posts at this level are filled and <strong>the</strong>se included <strong>the</strong> filling<br />

<strong>of</strong> vacant posts in Gauteng, <strong>the</strong> Western Cape and <strong>the</strong><br />

appointment <strong>of</strong> Chief Financial Officer with women affirmed<br />

at this strategic level. In addition, <strong>the</strong> development<br />

<strong>of</strong> <strong>the</strong> Branch Operations and Management Support and<br />

<strong>the</strong> establishment <strong>of</strong> <strong>the</strong> Regional Commissioner’s Forum<br />

are developments geared <strong>to</strong>wards optimising operations<br />

and improving service delivery.<br />

In <strong>the</strong> area <strong>of</strong> policy development, <strong>the</strong> process <strong>of</strong> amending<br />

<strong>the</strong> Correctional Services Act continued with vig<strong>our</strong><br />

during 2007/08. The importance <strong>of</strong> <strong>the</strong> alignment <strong>of</strong><br />

<strong>the</strong> Act <strong>to</strong> <strong>the</strong> White Paper cannot be overstated. This<br />

process highlighted <strong>the</strong> critical role <strong>of</strong> stakeholders in<br />

<strong>our</strong> planning and implementation process and we have,<br />

during <strong>the</strong> year, engaged <strong>the</strong> stakeholders even outside<br />

lobbying and advocacy processes. The De<strong>part</strong>ment<br />

<strong>of</strong> Correctional Services (DCS) will continue <strong>to</strong> engage<br />

stakeholders as <strong>the</strong>re are critical issues that require fur<strong>the</strong>r<br />

debates including <strong>the</strong> debates around human rights<br />

and security. This area continues <strong>to</strong> create small tidal<br />

waves mainly because <strong>of</strong> continued calls for <strong>the</strong> return <strong>of</strong><br />

<strong>the</strong> death penalty and implementation <strong>of</strong> harsher measures.<br />

These tensions will have <strong>to</strong> be managed carefully<br />

so that <strong>the</strong>y do not negate <strong>our</strong> efforts <strong>to</strong>wards <strong>rehabilitation</strong><br />

and reintegration <strong>of</strong> <strong>of</strong>fenders and that we do not
