Da begannen sie dieschlechtesten Berufe zu machen: sie arbeiteten hart,zum Be<strong>is</strong>piel als Bergmleute oder als Arbeiter. Ausdiesem Grund wurden sie als mittelmässige undminderweitige Leute gesehen. Amerikaner hieltenItaliener damals für laute, unhöfliche, schmutzigeund sogar gefährliche Menschen; diese Kl<strong>is</strong>cheesbegleiten noch heute uns Italiener in die weite Welt.Es handelt sich einfach um Vorurteile: wie ihr gesagthabt, <strong>is</strong>t das Konsequenz eines Mangels anInformationen. <strong>The</strong> Right to Integrate/Das Recht sich zu integrierenby Deborah CIOCCOLONI (1994), LSP Ass<strong>is</strong>i/ItalyIn these last months Italian politicians have d<strong>is</strong>cussed humanitariancr<strong>is</strong>es and the huge number of refugees looking for asylum in ourcountry: they do not have a proper place to stay and they all livein reception centres.According to a document <strong>is</strong>sued last October, it seems that thegovernment will suspend its support which would imply that therefugees should go back to their home countries: unfortunatelymost of them won’t be able to do it, some do not have a homeanymore.<strong>The</strong> state’s response, which will come officially in 2013, <strong>is</strong> contrastedby the voice of a single politician who says “Investing in immigrationmeans revitalizing the country”.Also UNICEF sees the phenomenon of immigration as an opportunityfor the future but the change that would actually be a huge turning point in the lives of the immigrants <strong>is</strong> thegranting of citizenship to all the children born in th<strong>is</strong> country.<strong>The</strong> President of the ItalianRepublic argues that there are about a million minors living in Italy, born from foreignparents, and about 650.000 of them are born in the structures of the National Health Service: th<strong>is</strong> <strong>is</strong> why theyshould be recognized as an integral part of the country. To strengthen h<strong>is</strong> theory he provides examples takenfrom other European countries and the United States. A child born in the U.S. <strong>is</strong> a U.S. citizen regardless of thenationality of h<strong>is</strong> parents, unless he <strong>is</strong> the son of resident foreign diplomats. American citizenship <strong>is</strong> alsogranted to children born abroad by American parents, if both parents are American and at least one has beenresident in the United States.<strong>The</strong> Italian legal system operates according to a twenty-year-old law: law number 91, based on the so called iussanguin<strong>is</strong>, the “right of blood” that <strong>is</strong> based on the nationality of the parents and not on the ius soli, ie theright that <strong>is</strong> acquired by the mere fact of being born in a place. In practice, the legal status of the children ofimmigrants born in Italy <strong>is</strong> connected to the condition of their parents, in spite of the fact that they study in ourschools, speak our language, and perhaps have never v<strong>is</strong>ited their parents’ home country.<strong>The</strong> procedures and the conditions for the acqu<strong>is</strong>ition or the change of citizenship are different in the EuropeanUnion. Almost like in Italy, in Austria it <strong>is</strong> difficult to obtain citizenship for those who are born in the countryfrom foreign parents. In Germany too the ius sanguin<strong>is</strong> regulates the granting of citizenship but there arefacilities for foreign children born in the country: it <strong>is</strong> sufficient that one of the two parents lives legally inGermany and has lived there for at least eight years. <strong>The</strong> ius sanguin<strong>is</strong> <strong>is</strong> also applied in Spain, but the rulesare softer than in Italy.<strong>The</strong> ius sanguin<strong>is</strong> has the aim of protecting the rights of the descendants of emigrants, and it <strong>is</strong> therefore oftenadopted by countries like Italy, Poland or Turkey, worried about the high level of emigration, due to h<strong>is</strong>torical orgeographical reasons. A minority of Member States doesn’t provide standards based on ius soli, among themthere <strong>is</strong> Lithuania.To conclude, it <strong>is</strong> obvious that the different legal systems have not yet found uniformity inside the EU andimmigration <strong>is</strong> still seen as a problem. Personally I think that the recognition of citizenship to the children born inItaly from foreign parents who live and work here <strong>is</strong> a principle of civilization and a moral duty. Nach einemRundschreiben, das im Oktober ausgestellt wurde, sollten die staatlichen Beihilfen für Flüchtlinge ausgesetztwerden. Aber diese Leute protestieren, sie sagen, dass sie keine Ge<strong>is</strong>ter, sondern wirkliche Menschen sind unddass viele von ihnen nicht nach Hause zurückkehren können, weil sie da kein Haus mehr haben.Im Februar 2013 werden wir eine neue Regierung in Italien haben. Wie wird ihre Reaktion auf diese Frage sein?Ein Min<strong>is</strong>ter kontrastiert die aktuelle Tendenz; er meint: ” In der Einwanderung investieren bedeutet das Land zuverjüngen”.
