Article 321<br />

Unauthorised connection to utilities<br />

Whoever connects or reconnects to an electricity transmission or to a network for the<br />

transmission or distribution <strong>of</strong> any utility by any means, directly or indirectly, whether<br />

through conduction or induction, without the authorization <strong>of</strong> an Authorized Supplier<br />

shall be punished by a fine and imprisonment <strong>of</strong> up to three (3) years.<br />

Article 322<br />

Permitting unauthorized connection to utilities<br />

1. Whoever permits an unauthorised connection or re-connection to a utility transmission<br />

or distribution network to exist on a property in his or her possession or under his or her<br />

ownership or control; or whoever, provides an unauthorised connection or re-connection<br />

to a utility transmission or distribution network to a property in his or her possession or<br />

under his or her ownership or control shall be punished by a fine and imprisonment <strong>of</strong> up<br />

to three (3) years.<br />

2. The conduct in paragraph 1 <strong>of</strong> this Article is not a criminal <strong>of</strong>fense if the person upon<br />

obtaining knowledge <strong>of</strong> the unauthorized connection or re-connection, immediately<br />

notifies the concerned Authorized Supplier <strong>of</strong> the existence <strong>of</strong> such unauthorised<br />

connection or re-connection.<br />

Article 323<br />

Alteration <strong>of</strong> an utilities meter<br />

1. Whoever alters any meter used for measuring the quantity <strong>of</strong> any utility supplied to any<br />

premises by an Authorized Supplier or prevents any such meter or metering from<br />

correctly registering the quantity <strong>of</strong> any utility supplied shall be punished by a fine and<br />

imprisonment <strong>of</strong> up to three (3) years.<br />

2. For a prosecution <strong>of</strong> an <strong>of</strong>fense under this Article, the possession <strong>of</strong> an artificial means<br />

for causing an alteration <strong>of</strong> the register <strong>of</strong> the meter or the prevention <strong>of</strong> the meter from<br />

duly registering shall be sufficient evidence that the alteration or prevention was<br />

intentionally caused the person who has the custody or control <strong>of</strong> the meter.<br />

Article 324<br />

Permitting altered utilities meters<br />

1. Whoever tampers with or circumvents a meter on property in his or her possession or<br />

under his or her ownership or control to provide unmetered or improperly metered<br />

utilities shall be punished by a fine and imprisonment <strong>of</strong> up to three (3) years.<br />
