<strong>Return</strong> <strong>Migration</strong>: Policies and Practices<br />

approval. The voluntary return is then coordinated with concerned institutional partners. <strong>IOM</strong><br />

coordinates with the Aliens and Border Service on the logistics of the departure, makes the<br />

travel arrangements and coordinates with <strong>IOM</strong> offices <strong>for</strong> transit, arrival and assistance. A<br />

reintegration allowance of EUR 250 is usually granted.<br />

<strong>Return</strong>s under the ERF projects are made as part of a year-long programme in accordance with<br />

project documents approved each year by the national management authority of the ERF. The<br />

eligibility of the candidates <strong>for</strong> assisted voluntary return is checked against ERF rules and regulations<br />

and the specifics of the project document.<br />

Programme <strong>for</strong> Voluntary <strong>Return</strong> (PVR)<br />

PROGRAMME FOR VOLUNTARY RETURN (PVR)<br />

Eligible Beneficiaries: • Persons whose requests <strong>for</strong> asylum are pending of<br />

final decision or are rejected;<br />

• Refugees or beneficiaries of temporary protection<br />

who wish to return to their country of origin;<br />

• Foreigners who find themselves in an irregular<br />

situation in Portugal;<br />

• The present programme is still extended to other<br />

<strong>for</strong>eigners residing in Portugal without prejudice to<br />

the commitments contained in agreements or<br />

international obligations of which Portugal is part;<br />

• The <strong>for</strong>eigners already mentioned in the above<br />

categories but who are minors could also benefit<br />

from the programme provided that:<br />

• They are accompanied by the person who has<br />

paternal power or guardianship;<br />

• They present authorization from the person who<br />

has paternal power or guardianship in order to<br />

enable them to return their country of origin with<br />

a view to rejoining them, and are committed to<br />

be present at the moment of their<br />

disembarkation.<br />

Budget: Approximately US$ 245,000 <strong>for</strong> 2001, US$ 135,380<br />

<strong>for</strong> 2002, US$ 145,000 <strong>for</strong> 2003.<br />

Movements to Date<br />

(end 2001):<br />

More than 1,400 migrants have been assisted to<br />

return since 2001 to nearly 40 countries.<br />
