<strong>Return</strong> <strong>Migration</strong>: Policies and Practices<br />

If a <strong>for</strong>eigner fails to leave Slovakia <strong>for</strong> reasons such as lack of valid travel documents or funds<br />

<strong>for</strong> travel, within the terms stipulated in the administrative expulsion order, the police shall<br />

ensure the execution of the expulsion. In the case of <strong>for</strong>ced return to a country sharing borders<br />

with Slovakia, the Slovak police shall transport the person concerned to a border checkpoint and<br />

supervise the departure. Assistance will be requested from the <strong>for</strong>eign country to which the alien<br />

is returned, if needed.<br />

Based on an agreement with a country of origin, the Slovak police may transport the alien concerned<br />

by air as far as to the territory of the country to which the alien is to be accepted.<br />

Special Cases<br />

Even in cases of expulsion, the Ministry of Interior may allow the entry of an alien if the purpose<br />

<strong>for</strong> seeking entry or stay is a humanitarian one, e.g. visiting a seriously ill relative, or where the<br />

re-entry of the alien would be in the interests of the country. 8<br />

Payment of Expulsions Cost<br />

The cost of expulsion covers boarding and transportation, detention and other related cost.<br />

Expulsion shall be covered in the following ways:<br />

By the person concerned if possible, through the funds owned by the alien;<br />

By the person who employed the alien without authorization;<br />

By the person who arranged the employment of the alien without authorization;<br />

By the person who pledged to do so in the invitation process;<br />

By the carrier who failed to meet international transportation requirements;<br />

By the Ministry of Interior, if all the above-mentioned procedures are not possible.<br />

The total number of expulsions in recent years is tabled below: 9<br />

The cost of each expulsion depends on the travel distance per person and the ticket required (air<br />

or train, etc). In the period from 1 January to 31 October 2003, Slovakian police spent about<br />

EUR 20,000 to implement expulsions.<br />
