ACKNOWLEDGEMENTS
Thanks are due to the IOM Chiefs of Mission and staff of the various IOM offices who contributed
to this study, from October 2003 to March 2004, namely: IOM Athens, Berlin, Bern, Bonn,
Bratislava, Brussels, Budapest, Dublin, Helsinki, Lisbon, London, Ljubljana, Madrid, Oslo, Paris,
Prague, Riga, Rome, Tallin, The Hague, Vienna, Vilnius and Warsaw without whose inputs and
final review the publication of this study would not have been possible.
Our gratitude also goes to all our interlocutors within the relevant national/regional/municipal
entities of each of the countries included in the study, for patiently and generously providing
information and clarifications, whenever possible, on respective administrative procedures,
legislations and approaches to the issue of return. Needless to say, any remaining inaccuracy
contained in the study as it goes to press is the sole responsibility of the authors of the study.
Edina Picco and Daphne Dadzie, consultants, have been instrumental in ensuring the comprehensive
collection of the documentation upon which this study is based and in much of its
drafting. Other colleagues in IOM Geneva who contributed to it include Yorio Tanimura, Anna
di Mattia, Elisa Tsakiri, Zhao Jian, Mariko Tomiyama, Jillyanne Redpath and Frank Laczko.
Finally, this study would not have seen the light of day without its co-funder, the Netherlands’
Advisory Committee on Aliens Affairs (ACVZ); the indefatigable help in layout by Carol San
Miguel and Angela Pedersen, and the unfailing dedication and thorough review by Irena
Omelaniuk, editor and prime mover of this concerted IOM effort.
Nicoletta Giordano
Head, Assisted Voluntary Return and Integration Service Area
