In<strong>for</strong>mation from previous return programmes is useful in the operation of new programmes<br />

and also <strong>for</strong> persons considering voluntary return;<br />

Pre-departure in<strong>for</strong>mation dissemination and counselling has proven to be effective in preparing<br />

returnees <strong>for</strong> reintegration in their countries of origin;<br />

Cooperation among government authorities, <strong>IOM</strong>, NGOs and migrant communities is essential<br />

<strong>for</strong> effective implementation of the programme;<br />

Adequate reintegration assistance is critical <strong>for</strong> the sustainability of return.<br />

Why Programmes Have or Have not Worked<br />

Apart from the <strong>IOM</strong>-implemented assisted voluntary return programme, no other organization<br />

runs an AVR programme in Slovenia. Despite the fact that there has been a strong demand <strong>for</strong> an<br />

enhanced AVR mechanism, other organizations have been hampered by a lack of financial support.<br />

At present, the <strong>IOM</strong> programme cannot operate at full capacity because of a lack of funding and<br />

an agreement on the implementation of the programme, although negotiations on this commenced<br />

in July 2002.
