Summary<br />
This chapter described the characteristics <strong>of</strong> the housing counseling <strong>and</strong> education services provided<br />
to clients <strong>of</strong> <strong>HUD</strong>-approved agencies, with special emphasis on pre-purchase clients <strong>and</strong> mortgage<br />
delinquency clients. The chapter started by describing the hours that clients spend in group sessions<br />
(workshops) <strong>and</strong> one-on-one counseling. Homebuyer workshops are the most time-intensive <strong>of</strong> the<br />
workshops, lasting an average <strong>of</strong> eight hours compared to one to two hours for other types <strong>of</strong><br />
workshops. <strong>Counseling</strong> clients generally receive two hours <strong>of</strong> counseling, with delinquency<br />
counseling somewhat longer <strong>and</strong> homeless counseling slightly shorter. Clients who primarily attend<br />
workshops generally also receive one to 1.5 hours <strong>of</strong> one-on-one counseling. In addition, most clients<br />
require about one hour <strong>of</strong> case management work that counselors do when the client is not present.<br />
The chapter provided additional detail on the counseling <strong>and</strong> education services provided to prepurchase<br />
clients. Pre-purchase clients typically receive between 8 <strong>and</strong> 10 hours <strong>of</strong> services,<br />
depending on whether they attend workshops or just do one-on-one counseling. Agencies vary in<br />
terms <strong>of</strong> their reliance on workshops <strong>and</strong> one-on-one counseling. About 20 percent <strong>of</strong> agencies serve<br />
pre-purchase clients mostly through workshops, 20 percent serve most clients through one-on-one<br />
counseling, 40 percent serve most clients through a combination <strong>of</strong> workshops <strong>and</strong> one-on-one<br />
