Since <strong>HUD</strong> values face-to-face counseling, it is <strong>of</strong> some importance that housing counseling agencies<br />
have a physical presence in as many communities as possible throughout the country. Using<br />
information on the location <strong>of</strong> each <strong>HUD</strong>-approved agency <strong>and</strong> their branches from March 2008, we<br />
were able to identify the number <strong>of</strong> counties around the country that are served by one or more<br />
counseling agency <strong>of</strong>fices (including main <strong>of</strong>fices <strong>and</strong> branches). Exhibit 2-7 summarizes this<br />
information. <strong>Counseling</strong> agencies are present in 894 <strong>of</strong> the 3,141 counties in the country. For the<br />
most part, the 2,247 counties without a counseling agency tend to be small, with an average<br />
population <strong>of</strong> only 30,000 <strong>and</strong> accounting in the aggregate for only 21 percent <strong>of</strong> the country’s<br />
population. Thus, 79 percent <strong>of</strong> the country’s population lives in a county with at least one<br />
counseling agency, including 46 percent living in counties with 4 or more agencies <strong>and</strong> averaging 8<br />
agencies per county.<br />
