Agencies are categorized as specializing in one <strong>of</strong> four types <strong>of</strong> counseling (pre-purchase, post-purchase, pre- <br />

<strong>and</strong> post-purchase, rental or homeless) when at least 80 percent <strong>of</strong> their clients receive that type <strong>of</strong> counseling. <br />

Agencies that do not have at least 80 percent <strong>of</strong> their clients receiving one <strong>of</strong> the four types <strong>of</strong> counseling are <br />

categorized as “no specialization.” <br />

Education<br />

In addition to race <strong>and</strong> ethnicity, the counseling agency survey collected information on the highest<br />

level <strong>of</strong> education attained by housing counselors. Overall, a majority <strong>of</strong> housing counselors are<br />

college educated—with 65 percent holding a two- or four-year college degree <strong>and</strong> another 25 percent<br />

having attended some college (Exhibit 8-7). Overall, 51 percent <strong>of</strong> counselors have a four-year<br />

college degree or above.<br />
