for the smallest share <strong>of</strong> all counseling clients. Interestingly, renters accounted for by far the largest<br />
share <strong>of</strong> counseling clients, despite the fact that most <strong>of</strong> <strong>HUD</strong>’s support for counseling derived from<br />
concerns about low-income homebuyers. <strong>HUD</strong>’s emphasis on helping homeowners is evident,<br />
however, when the number <strong>of</strong> clients reported as being assisted using <strong>HUD</strong> funding is considered. Of<br />
the total clients assisted that year, roughly 49,000 were reported to have been assisted using <strong>HUD</strong><br />
funding, <strong>and</strong> <strong>of</strong> these clients 57 percent were current homeowners, only 25 percent were renters, <strong>and</strong>,<br />
again, only about a tenth were pre-purchase clients. Data on the number <strong>of</strong> counseling clients assisted<br />
with <strong>HUD</strong> funding in 1981 show a very similar mix <strong>of</strong> counseling clients, suggesting that <strong>HUD</strong>’s<br />
emphasis on using counseling to help existing homeowners had been evident for some time. 12<br />

Beginning in 1995 the volume <strong>of</strong> pre-purchase counseling clients began to grow rapidly. This<br />
coincides with the initial establishment <strong>of</strong> transitional housing goals by <strong>HUD</strong> in October <strong>of</strong> 1993 <strong>and</strong><br />
the first permanent goals established in 1996. 13 Between 1994 <strong>and</strong> 1997 the number <strong>of</strong> pre-purchase<br />
