Not surprisingly, the number <strong>of</strong> sources used is strongly related to the overall size <strong>of</strong> the agency’s<br />

budget (Exhibit 5-3). As agency budgets increase above $100,000, agencies rely on a larger number<br />

<strong>of</strong> sources <strong>of</strong> funds. Of agencies with budgets in the $100,000 to $249,000 range, 60 percent use 4 or<br />

more types; <strong>of</strong> those with budgets over $250,000, 81 percent rely on 4 or more types <strong>and</strong> 45 percent<br />

rely on 6 or more.<br />

However, even when agencies rely on multiple sources <strong>of</strong> funding, for the most part two or three<br />

types account for a large majority <strong>of</strong> their budget (Exhibit 5-4). Among the smallest agencies, the<br />

primary funding type accounts for 81 percent <strong>of</strong> their budget. Among agencies with budgets <strong>of</strong><br />

$250,000 or more, the primary type only accounts for 53 percent <strong>of</strong> the overall budget. But even<br />

these agencies have a large majority <strong>of</strong> their budget covered by just 3 types <strong>of</strong> funds—as secondary<br />

types account for 22 percent <strong>of</strong> their budget <strong>and</strong> tertiary types account for 12 percent. Thus, even for<br />

agencies in the highest budget category, on average they rely on 3 sources <strong>of</strong> funding for nearly 90<br />

percent <strong>of</strong> their budget.<br />
