Agencies are categorized as specializing in one <strong>of</strong> four types <strong>of</strong> counseling (pre-purchase, post-purchase, pre<strong>and</strong><br />

post-purchase, rental or homeless) when at least 80 percent <strong>of</strong> their clients receive that type <strong>of</strong> counseling.<br />

Agencies that do not have at least 80 percent <strong>of</strong> their clients receiving one <strong>of</strong> the four types <strong>of</strong> counseling are<br />

categorized as “no specialization.”<br />

Outcomes <strong>of</strong> <strong>Counseling</strong> Clients<br />

Challenges <strong>of</strong> Collecting Information on Client Outcomes<br />

Agencies participating in <strong>HUD</strong>’s <strong>Housing</strong> <strong>Counseling</strong> program are required to “make a reasonable<br />

effort to have follow-up communication with the client, when possible, to assure that the client is<br />

progressing toward his or her housing goal, to modify or terminate housing counseling, <strong>and</strong> to learn<br />

<strong>and</strong> report outcomes.” 38 The annual <strong>Housing</strong> <strong>Counseling</strong> Agency Activity Report (<strong>HUD</strong> 9902) also<br />

requires agencies to report the outcomes achieved by all counseling clients served during each fiscal<br />

year, which implies that follow-up is conducted with all clients. Of note, the requirement to conduct<br />
