Survey <strong>of</strong> <strong>HUD</strong>-Approved<br />
<strong>Counseling</strong> Agencies<br />
A key part <strong>of</strong> the overall data collection strategy for this study was a survey <strong>of</strong> all <strong>HUD</strong>-approved<br />
housing counseling agencies as <strong>of</strong> July 2007. The survey was designed to provide information on<br />
each <strong>HUD</strong>-approved agency to form the basis for a thorough pr<strong>of</strong>ile <strong>of</strong> the industry. The items<br />
collected through the survey were designed to complement the 9902 data <strong>and</strong> to support analysis <strong>of</strong> a<br />
broad range <strong>of</strong> issues <strong>of</strong> interest for this study. A complete copy <strong>of</strong> the survey instrument is presented<br />
at the end <strong>of</strong> this appendix.<br />
Among the topical sections <strong>of</strong> the survey were the following:<br />
• Organizational information (including year founded, number <strong>of</strong> employees, length <strong>of</strong><br />
time providing counseling services <strong>of</strong> different types, the organization’s primary mission,<br />
the range <strong>of</strong> activities conducted by the agency, affiliations with intermediaries, <strong>and</strong> the<br />
nature <strong>of</strong> any partnerships);<br />
• Characteristics <strong>of</strong> the counseling staff (including race, gender, education, <strong>and</strong> tenure);<br />
• Organizational budget <strong>and</strong> management (including the total organizational budget, the<br />
budget for counseling activities, <strong>and</strong> the sources <strong>of</strong> funds for counseling);<br />
• Characteristics <strong>of</strong> service delivery (including information on the primary source <strong>of</strong><br />
clients, the average amount <strong>of</strong> time spent with clients, methods <strong>of</strong> follow up used, <strong>and</strong>,<br />
for pre-purchase clients, information on st<strong>and</strong>ard treatment approaches, whether any<br />
specific curriculum is used, <strong>and</strong> clients readiness for homeownership); <strong>and</strong><br />
• Key issues or concerns for the industry (potentially including the most significant<br />
challenges for the organization, opinions on <strong>HUD</strong>’s role in supporting the industry, or<br />
their views on the need for industry st<strong>and</strong>ards).<br />
Intended Respondents<br />
The intended respondents to the survey included all <strong>HUD</strong>-approved agencies as <strong>of</strong> July 2007.<br />
Information provided by <strong>HUD</strong> on all approved counseling agencies as <strong>of</strong> that time indicated there<br />
were 2,257 <strong>HUD</strong>-approved counseling agencies <strong>and</strong> branch locations, including 1,496 main <strong>of</strong>fices<br />
along with 761 branch <strong>of</strong>fices. A key question for implementation <strong>of</strong> the survey was whether the<br />
survey ought to be directed at all 2,257 local agency <strong>of</strong>fices or primarily targeted at the 1,496 main<br />
<strong>of</strong>fices. One indication <strong>of</strong> whether branch <strong>of</strong>fices are sufficiently independent <strong>of</strong> their main <strong>of</strong>fices to<br />
complete their own survey is whether they assume responsibility for independently submitting 9902<br />
data to <strong>HUD</strong> <strong>and</strong>/or submit their own grant applications to <strong>HUD</strong>. In most cases, branch <strong>of</strong>fices do not<br />
submit 9902 data on their own or independently apply for grants, but we found 143 branches that did<br />
assume these responsibilities. In the end, the survey was directed to all main <strong>of</strong>fices <strong>and</strong> any branch<br />
that independently submitted 9902 data or applied for <strong>HUD</strong> funding, for a total <strong>of</strong> 1,639 agencies.<br />
