affiliates that provide housing counseling services but do not receive <strong>HUD</strong> housing counseling funds<br />
through the SHFA. On average, <strong>HUD</strong>-funded SHFAs had 36 counseling affiliates in 2006, including<br />

In some cases, counseling providers receive funding through an intermediary or SHFA that comes<br />
from a funding source other than <strong>HUD</strong> <strong>Housing</strong> <strong>Counseling</strong> funds. For example, in FY 2006 the<br />

Because our interviews were conducted in the summer <strong>of</strong> 2007 <strong>and</strong> <strong>HUD</strong>’s FY 2007 awards for housing<br />
counseling were not announced until October 2007, <strong>HUD</strong>-funded intermediaries <strong>and</strong> SHFAs generally<br />
provided information about their FY 2006 grants. We interviewed 16 <strong>of</strong> the 17 intermediaries that received<br />
<strong>HUD</strong> grants in FY 2006. Of these, 14 funded affiliates with their <strong>HUD</strong> grants while two provided<br />
counseling services through their own branch <strong>of</strong>fices only.<br />
As noted in Appendix B, MMI affiliates did not respond to the survey, which explains why this fairly large<br />
intermediary is grossly under represented in this table.<br />
