Overview <strong>of</strong> the <strong>Housing</strong><br />
<strong>Counseling</strong> Industry<br />
This chapter discusses the evolution <strong>of</strong> the housing counseling industry over time, with particular<br />
emphasis on <strong>HUD</strong>’s role in developing <strong>and</strong> supporting the provision <strong>of</strong> these services. The chapter<br />
begins by providing a summary <strong>of</strong> the types <strong>of</strong> services that fall under the broad umbrella <strong>of</strong> the term<br />
“housing counseling <strong>and</strong> education.” The next section describes the history <strong>of</strong> <strong>HUD</strong>’s involvement in<br />
supporting housing counseling <strong>and</strong> recent trends in the scale <strong>of</strong> the industry. The chapter closes with<br />
a description <strong>of</strong> the current structure <strong>of</strong> the industry, including the number <strong>of</strong> counseling<br />
organizations <strong>and</strong> their affiliations with national <strong>and</strong> regional intermediaries <strong>and</strong> state housing finance<br />
agencies, the geographic dispersion <strong>of</strong> counseling activity around the country, <strong>and</strong> a summary <strong>of</strong> key<br />
challenges facing the industry.<br />
Types <strong>of</strong> <strong>Housing</strong> Education <strong>and</strong> <strong>Counseling</strong><br />
The general term “housing counseling” is <strong>of</strong>ten used to capture the range <strong>of</strong> services <strong>of</strong>fered by<br />
housing counseling agencies. In fact, there is an important distinction between sessions <strong>of</strong>fered to<br />
groups in classes or workshops <strong>and</strong> sessions held with individuals. “Education” is the term generally<br />
used to refer to group sessions that are not tailored to an individual’s circumstances, while<br />
“counseling” generally refers to one-on-one sessions that are focused on an individual’s<br />
circumstances <strong>and</strong> goals. For the sake <strong>of</strong> brevity, <strong>and</strong> in keeping with common practice, in this report<br />
we use the term “housing counseling industry” to refer collectively to the organizations <strong>of</strong>fering<br />
either group <strong>and</strong>/or individual sessions.<br />
The following types <strong>of</strong> one-on-one counseling services are categorized by <strong>HUD</strong> in the annual housing<br />
counseling activity report that all <strong>HUD</strong>-approved agencies are required to submit:<br />
• Pre-purchase homebuyer counseling: encompassing assistance in evaluating mortgage<br />
readiness, determining the price <strong>of</strong> homes affordable to the buyer, assessing credit quality<br />
<strong>and</strong> the steps needed to improve it, creating a household budget, <strong>and</strong> providing guidance<br />
on searching for a home, the purchase process, selecting a mortgage, <strong>and</strong> applying for<br />
grants or special loan programs.<br />
• Resolving or preventing mortgage delinquency: encompassing assistance in managing<br />
household finances to resolve a delinquency, informing the client <strong>of</strong> options for resolving<br />
the delinquency (including options to both retain the home <strong>and</strong> to sell it), helping<br />
negotiate with lenders, providing information on financial assistance programs,<br />
explaining the foreclosure process, providing referrals to other service providers, <strong>and</strong><br />
helping to find alternative housing.<br />
• Help with home maintenance or financial management for homeowners:<br />
encompassing assistance in finding favorable mortgage terms for a refinance, managing<br />
<strong>and</strong> financing home improvement <strong>and</strong> rehabilitation projects, managing household<br />
budgets to meet the financial obligations <strong>of</strong> homeownership, <strong>and</strong> applying for grants to<br />
assist with home improvement or maintenance. This type <strong>of</strong> counseling also includes<br />
