areas designated for economic use. Here, <strong>the</strong>re<br />

are a range <strong>of</strong> proposals from forest scientists <strong>and</strong><br />

NGOs (eg selective logging, soil-friendly extraction,<br />

maintaining <strong>the</strong> ‘green ro<strong>of</strong>’, leaving seed<br />

bearers st<strong>and</strong>ing, preferential use <strong>of</strong> native species<br />

for replanting, protection <strong>of</strong> watercourses, etc).<br />

• Fur<strong>the</strong>r development <strong>of</strong> an internationally<br />

accepted system <strong>of</strong> certification for sustainable<br />

timber production (Box E 3.3-8).<br />

• Consideration <strong>of</strong> nature conservation quotas (ie<br />

not just criteria oriented exclusively on <strong>the</strong> technicalities<br />

<strong>of</strong> logging) <strong>and</strong> possible negative ecological<br />

<strong>and</strong> social consequences during <strong>the</strong> entire<br />

product chain (also includes processing in o<strong>the</strong>r<br />

countries).<br />

• Streng<strong>the</strong>ning democracy, transparency <strong>and</strong> o<strong>the</strong>r<br />

forms <strong>of</strong> good governance in order to roll back <strong>the</strong><br />

influence <strong>of</strong> interest lobbies <strong>and</strong> corruption (eg<br />

when concessions are being awarded).<br />

• Streng<strong>the</strong>ning <strong>the</strong> transparency <strong>of</strong> forest policy<br />

measures.This relates both to <strong>the</strong> improvement <strong>of</strong><br />

<strong>the</strong> data <strong>and</strong> scientific foundations <strong>and</strong> also <strong>the</strong><br />

procedural forms <strong>and</strong> objectives (national environment<br />

<strong>and</strong> forest plans).<br />

• Search for new interest coalitions <strong>and</strong> alliance<br />

partners (eg in <strong>the</strong> NGOs, trade unions, representatives<br />

<strong>of</strong> forest dwellers, etc) for as cooperative a<br />

political style as possible in <strong>the</strong> area <strong>of</strong> forest use<br />

<strong>and</strong> protection (Section E 3.9). Creation <strong>of</strong> communication<br />

forums for various user <strong>and</strong> interest<br />

groups. Securing l<strong>and</strong> use rights. Search for solutions<br />

based as far as possible on <strong>the</strong> principle <strong>of</strong><br />

subsidiarity.<br />

• Break down subsidies <strong>and</strong> trade barriers that were<br />

erected to protect inefficient domestic timber<br />

companies.<br />

• More restrictive concession awards for logging<br />

(stricter environmental conditions, higher charges,<br />

better controls, regulation <strong>of</strong> yield per unit area).<br />

• Design <strong>the</strong> award <strong>of</strong> concessions <strong>and</strong> ownership<br />

rights in such a way that self-interest/-ownership<br />

in sustainable use is promoted (eg longer terms for<br />

a concession).<br />

• Development <strong>and</strong> implementation <strong>of</strong> national forest<br />

laws with a forest protection component. Gradated<br />

<strong>and</strong> ecologically sound conservation <strong>and</strong><br />

use concept with core <strong>and</strong> use zoning (bioregional<br />

management, Section E 3.9).<br />

• Improved financial, legal <strong>and</strong> organizational<br />

capacities for forest <strong>and</strong> conservation authorities.<br />

Training measures to integrate <strong>the</strong> sustainability<br />

idea into <strong>the</strong> forest administrations. Capacity<br />

building by industrial countries.<br />

• Improved international forest policy (Section<br />

I 3.4.4 <strong>and</strong> Chapter K). Inclusion <strong>of</strong> selected tropical<br />

wood species in <strong>the</strong> CITES Appendices (Section<br />

D 3.1).<br />

• Improvement <strong>of</strong> research <strong>and</strong> data on forest<br />

ecosystems <strong>and</strong> sustainable forest use. Broader<br />

communication <strong>of</strong> <strong>the</strong> results to include <strong>the</strong> education<br />

system.
