4.2.7. Germany
The basic law for air pollution in Germany is the Federal Imission Control Act
(FICA) 146,147 . The law requires industrial plants to be built and operated so that
they do not cause any effects which are harmful to the environment. The
Technical Instruction on Air Pollution (TA Luft) is the most important regulation to
implement FICA.
In general, air emission limits will be detailed in the permit (Genehmigung nach
BImSchG) of the facility.
Table 46 outlines the General emissions standards as detailed in Annex I of the
UN Heavy Metals Protocol.

In addition, there are specific limits for the non-ferrous metals industry. Tables
47 and 48 outline the emissions standards as detailed in Annex II of the EC IPPC
