4.2.11. Sweden In general air emission limits will be detailed in the environmental permit (miljötillstånd) of the facility. The Ordinance (SFS 1998:899) on Environmentally Hazardous Activities and Protection of Health (Förordningen om miljöfarlig verksamhet och hälsoskydd), designates five regional environmental courts as the authorities issuing licences for industrial operations such as refineries and metal smelters (activities that the Ordinance classifies as “A-activities”) 156 . In addition, the Swedish Environmental Protection Agency has issued the Regulations (SNFS 1993:11) on Permissible Concentrations of Dust (Kungörelse med föreskrifter om högsta tillåtna halt av sot (svävande partiklar)) establishing national binding limit values for dust in the outdoor air between October and March each year as shown in Table 62.
