4.2.9. France
The Act of 19 July 1976 on Installations Registered of Environmental
Consideration 150,151 covers installations which present any kind of environmental
risk. Base metals smelters are likely to be classified installations for which prior
authorisation is required. The French permitting regime uses an integrated
approach where a single operating permit covers all environmental media and
stipulates the specific environmental protection measures to be observed by the
facility.
The Order of 2 February 1998 details the minimum requirements to be observed.
With regard to emissions of particulate matter, a distinction is made on the basis
of the volume of emissions. The same order also restricts emissions cadmium,
lead and mercury together with cadmium and thallium on the basis of the volume
of emissions.
