4.3.2. European Union
The European Integrated Pollution Prevention and Control (IPPC) 158 Bureau
exists to catalyze an exchange of technical information on best available
techniques under the IPPC Directive 96/61/EC and to create reference
documents (BREFs) which must be taken into account when the competent
authorities of Member States determine conditions for IPPC permits. IPPC will
apply to a wide range of industrial activities and the objective of the information
exchange exercise is to assist the efficient implementation of the directive across
the European Union. The BREFs will inform the relevant decision makers about
what may be technically and economically available to industry in order to
improve their environmental performance and consequently improve the whole
environment.
The Reference Document on Best Available Techniques (BAT) in the Non
Ferrous Metals Industries 159 was published in May 2000.
The exchange of information during the preparation of the BREF for non-ferrous
metals has allowed conclusions on BAT to be reached for the production and
associated processes. However, the range of raw materials available to the
various facilities is wide and means that there is a need to include a variety of
metallurgical production processes in the BAT selection of the majority of the
base metals. Thus, this variety of raw materials and associated processes has
lead to a BREF document of well over 800 pages which cannot be summarized
in a few paragraphs. Therefore, readers interested in an understanding of BAT
and the associated processes and emissions should refer to the appropriate
sections of the chapters that describe BAT.
