the future organising committees, i.e., Glasgow (2014), Gold<br />

Coast, Australia (bid city for 2018) and Hambantota, Sri<br />

Lanka (bid city for 2018) on all aspects of bidding, planning,<br />

organising, staging and wrapping up of multi sport event. A<br />

total of 58 Observers representing their respective cities<br />

arrived in India to be a part of Delhi 2010.<br />

Various venues visits, presentations and one to one meetings<br />

were arranged for the Observers who gained unmatched<br />

experience and wide knowledge in such a short time for the<br />

benefit of future <strong>Games</strong>. The programmes were mostly rated<br />

high or excellent by the attendees.<br />

The Legacy FA coordinated with all FA in collecting the<br />

Transfer of Knowledge documents and dispatched them to<br />

the CGF, as per the Host City Contract.<br />

The Legacy FA also coordinated with all FAs, external<br />

stakeholders and various government ministries in collecting<br />

various facts and information which were used for preparing<br />

the Post <strong>Games</strong> Report of Delhi 2010.<br />

Key Lessons and Recommendations<br />

• The Observer Programme should not be restricted to the<br />

future organising committees only. It should be open for<br />

all sports bodies (national/international) with a cap on the<br />

total number of participants.<br />

LOGISTICS<br />

The Logistics FA provided warehousing, distribution, rate<br />

card services, custom clearance, freight forwarding, packing<br />

and repacking services, and extra manpower (labour) services<br />

to ensure that all products used in <strong>Games</strong> venues were<br />

provided in a manner that facilitated their subsequent use.<br />

The FA was able to finalise the tendering process for<br />

appointment of the service provider on sponsorship basis<br />

in January 2010, i.e., well in advance and the Letter of Intent<br />

was issued on 10 March 2010. Venue Managers and Assistant<br />

Venue Managers received valuable <strong>Games</strong> time experience<br />

as a legacy, and have been able to get opportunities in the<br />

logistics role in the Doha and Pan Arab <strong>Games</strong> scheduled for<br />

December 2011.<br />

Recommendations<br />

• The identification of the Main Logistics Warehouse with<br />

proper security should take place well on time and the<br />

same warehouse should also be used as the Reverse<br />

Logistics Centre<br />

• There should be centralised handling of all stock<br />

• The legacy/disposal policy on the organising committee’s<br />

assets should be finalised well in advance<br />
