second’s break in the broadcast and conduct of different<br />

events.<br />

The work of Overlays of the kind, magnitude and<br />

complexities involving over 60 venues, over 5,000 spaces, 1,000<br />

items, etc., was being done for the first time in the country<br />

and there was no past indigenous experience available to<br />

guide the process or to become a benchmark to evaluate the<br />

thinking process, either for scoping and design, procurement<br />

or actual operational issues of <strong>Games</strong> Overlays.<br />

The Overlays department was set up in March 2009,<br />

i.e., much later than 3 October 2008, the date by which<br />

scoping of Overlays should have beeen completed. Through<br />

concerted efforts, the process of Overlays scoping and<br />

design; budget preparation; award of contracts; delivery and<br />

operationalisation was completed in a record time despite<br />

adverse ground conditions and unusually hostile weather.<br />

Overlays which were to the international standards and<br />

aesthetics were also appreciated by visiting foreign delegates<br />

/participants.<br />

Recommendations<br />

• Venues were taken over at short notice in a semi-developed/<br />

ready state and brought up to acceptable international<br />

standards in a short span of time. Delayed completion of<br />

infrastructure (venues) had a cascading effect on all venuebased<br />

planning and activities<br />

• A proactive approach and structural monitoring of projected<br />

dates of completion of projects (especially construction of<br />

venues) based on venue briefs was lacking<br />

The award process, considering the magnitude and<br />

complexities, was completed in a record time of five months<br />

after going through the process, which may not have any<br />

parallel in any other government department/office. Further,<br />
