Under Protocol 2 of the Host City Contract, in accordance with<br />
Article 27 C of the CGF Constitution and the approval of the<br />
CGF, the IOA was delegated the responsibility for fulfilling the<br />
Contract. In accordance with the four-phase plan as set out in the<br />
IOA’s Delhi 2010 bid, the Organising Committee <strong>Commonwealth</strong><br />
<strong>Games</strong> Delhi 2010 (OC CWG Delhi 2010) was formed and<br />
registered as a non-government, not-for-profit Society under the<br />
Societies Registration Act 1860, on 10 February 2005.<br />
In early 2006, the CGF General Assembly, held at<br />
Melbourne, empowered the CGF Executive Board to<br />
approve the Delhi 2010 Sports programme presented by<br />
the OC CWG Delhi 2010. The CGF Executive Board, in a<br />
meeting held in Kuala Lumpur in November 2006, approved<br />
two additional Sport with the number going up to include<br />
17 sports: Archery, Aquatics, Athletics, Badminton, Boxing,<br />
Cycling, Gymnastics, Hockey, Lawn Bowls, Netball, Rugby<br />
Sevens, Shooting, Squash, Table Tennis, Tennis, Weightlifting<br />
and Wrestling. Based on this approval, a detailed plan of the<br />
stadia, training venues and other infrastructure required to<br />
hold these sports competitions was drawn up by the OC<br />
CWG Delhi 2010 and approved by the Group of Ministers<br />
(GoM), set up by GoI to oversee the <strong>Games</strong> arrangements.<br />
Institutional Set Up<br />
An endeavour of the size of CWG Delhi 2010 required<br />
tremendous coordination from the delivery partners. The<br />
Host City Contract identified the five key stakeholders who<br />
were ultimately responsible for the delivery of Delhi 2010:<br />
the GoI, CGF, IOA, OC CWG Delhi 2010, and GNCTD.<br />
The ministries, departments and agencies under these key<br />
stakeholders played leadership, coordination, supervisory and<br />
executive roles to deliver Delhi 2010.<br />
The institutional arrangements outlined by GoI for the<br />
delivery of Delhi 2010 were:<br />
1. The Group of Ministers, under the chairmanship of first<br />
the Minister for Human Resource Development, and then<br />
the Minister for Urban Development, to review projects<br />
and take decisions to facilitate smooth implementation of<br />
all activities related to Delhi 2010<br />
2. Committee of Secretaries, chaired by the Cabinet<br />
Secretary to review and coordinate all activities related to<br />
the organisation of Delhi 2010<br />
3. Empowered Security Committee, chaired by the<br />
Home Secretary to oversee and approve the security<br />
arrangements for Delhi 2010<br />
4. Venue Monitoring Committee, chaired by Secretary,<br />
(Sports), to review all aspects related to Delhi 2010, and<br />
to coordinate the activities of the different stakeholders<br />
5. Infrastructure Review Committee, chaired by Secretary,<br />
(Urban Development), to review the progress of city<br />
infrastructure development<br />
