It is of great credit to the Security FA and the Delhi Police as<br />

well as other security agencies that the <strong>Games</strong> were incident<br />

free and the security arrangements were appreciated by all<br />

international and national participants and stakeholders. The<br />

Security FA was also responsible for post <strong>Games</strong> security till<br />

venues were handed back to the owners.<br />

Key Lessons<br />

• The list of prohibited items should be realistic, factoring in<br />

requirements of athletes, media and spectators<br />

• A procedural mechanism to deal with crimes committed<br />

during <strong>Games</strong> Time should be set up so that the situation<br />

can be handled with the desired level of sensitivity<br />

• Fifty percent of concerns are usually related to hard security<br />

and 50 percent to perception. Perception management<br />

should be handled at the appropriate level<br />

• The Sports Protocol Policy was formulated just before<br />

the <strong>Games</strong> including alighting points of the important<br />

functionaries of the sports fraternity according to the<br />

protocol of the CGF or other International/National<br />

<strong>Federation</strong>s. Confusion could have been avoided by taking<br />

the decision on these issues earlier<br />

The FA successfully integrated with other FAs to ensure<br />

evolved efficient and effective operational plans for crowd<br />

management and pedestrian flow at all venues; developed a<br />

well-trained and motivated team that served as the front line<br />

of contact between spectators and the organisers; and built an<br />

environment that supports security and accreditation policies<br />

while not detracting from ensuring a memorable experience<br />

for spectators.<br />

SPECTATOR SERVICES<br />

The Spectator Services FA’s primary function was to ensure<br />

safe and efficient movement of spectators in, out and around<br />
