could have been negotiated towards increasing the cash<br />

component. Rate Cards could have been obtained from<br />

the broadcasters and in case the OC CWG Delhi 2010<br />

required Free Commercial Time on their channels, it could<br />

have been purchased and paid for.<br />

VENUE DEVELOPMENT, OVERLAYS<br />

AND OPERATIONS<br />

Venue Development: Responsible for integration with<br />

external agencies/stakeholders like Venue Owners and other<br />

governmental departments and formulation of Venue Use<br />

Agreements.<br />

Overlays: Responsible for the development of venues in<br />

accordance with venue briefs duly assisted by consultants,<br />

preparation of Bill of Quantity with respect to <strong>Games</strong> Time<br />

requirement of Overlays and their subsequent procurement and<br />

deployment at venues.<br />

Venue Operations: The centre of gravity of the planning<br />

process at the OC CWG Delhi 2010, interface between FAs<br />

and the lead agency in the planning process.<br />

The FA had to face many challenges in terms of limited<br />

resources of experienced manpower, late possession of venues,<br />

venues being incomplete (some of them till end September<br />

2010), several agencies working simultaneously to get their<br />

jobs completed, coordination and accreditation issues, heavy<br />

rains in August/September 2010, changes proposed by the<br />

Security agencies and other FAs. It successfully acted as a key<br />

coordinator between the Venue Owners and different FAs,<br />

stakeholders, venue teams and was also able to cater to last<br />

minute requirements that came from different sources.<br />

The venue teams were moved into the venues,<br />

venues readiness and operational planning finalised,<br />

ensuring smooth and problem free conduct of 12 days<br />

of sport extravaganza from 3 to 14 October 2010.<br />

The diesel generator sets used for the Opening and<br />

Closing Ceremonies and Broadcast compounds provided<br />
