Key Lessons and Recommendations<br />
Delhi 2010 has been a learning experience for the<br />
institutions, organisations, agencies and personnel who<br />
worked on this seven-year project. Some key lesson and<br />
recommendations are detailed here.<br />
General<br />
• It is crucial for the operations of all FAs that the construction<br />
of venues adheres to the planned timeframes. Delays<br />
in venue construction and hand over to the Organising<br />
Committee contributed to delays of most FA plans<br />
• It is imperative to draw up comprehensive operations and<br />
budget plans well in time to avoid delays in delivery<br />
• Budget finalisation should be done well in advance. If budget<br />
allocation is clear, planning is more efficient, optimal and<br />
effective<br />
• Procurement of services and goods is critical to <strong>Games</strong><br />
success, and delays must be avoided to control timelines<br />
and cost escalations<br />
• Comprehensive and well-thought out policies and<br />
procedures for every FA must be put in place well in time<br />
• In an event that includes a multiplicity of stakeholders and<br />
delivery partners, it is essential to develop a mechanism<br />
to streamline coordination and resolve issues. Proper<br />
integration among the stakeholders and service providers<br />
is necessary for smooth coordination<br />
• Inter-FA coordination and information sharing is critical<br />
for the smooth delivery of the <strong>Games</strong><br />
• Contingency planning is essential to deal with last-minute<br />
issues<br />
• Recruitment needs to be dove-tailed with the Master<br />
<strong>Games</strong> Schedule with recruitment taking place in phases.<br />
Recruitment must focus on employing the right person for<br />
the right job<br />
• A comprehensive induction and training programme will go<br />
a long way in enhancing the performance of the workforce<br />
and controlling attrition<br />
• Attrition control and enthusiastic support can result from<br />
in-depth role-specific training of volunteers<br />
