Promotions: Organised visits of the brand mascot, Shera,<br />

a hugely popular figure, to the Hon’ble President of India’s<br />

house, various news agencies and television channel studios,<br />

schools, colleges and universities, malls / shopping arcades/<br />

Residents’ Welfare Associations and at milestone events<br />

Public Relations: Projected media on the role of all FAs<br />

and Shera as the face of the <strong>Games</strong>, leveraged all below the<br />

line activities around the <strong>Games</strong> such as the Go for Gold<br />

campaigns and arranged for media interactions of senior OC<br />

CWG Delhi 2010 management<br />

Post <strong>Games</strong>, the Communications FA produced two<br />

legacy films and the Post <strong>Games</strong> Report in accordance with<br />

the requirements of the Host City Contract.<br />

Key Lessons and Recommendations<br />

• All FAs need to be trained/made aware of requirements<br />

of the Publication division, so that they have a clear idea of<br />

the processes that publications follow and can support the<br />

process through timely provision of error-free content<br />

• Publications staff and vendors, such as printers, need to<br />

be inducted into the system well on time so that they<br />

have a clear idea of the requirements of the Publications<br />

vertical. The staff needs to be trained for a minimum of<br />

three months on the unique requirements of <strong>Games</strong><br />

publications while the printers need to understand the<br />

colour palate and print standards required.<br />

FINANCE AND ACCOUNTS<br />

The FA’s deliverables included:<br />

• Financial management and to exercise due and effective<br />

budgetary control, maintain a high level of probity,<br />

transparency and accountability<br />

• To develop, implement and manage a financial and<br />

managerial accounting system and generate alerts for the<br />

management; manage cash flows<br />

• Plan, design and implement an efficient, prompt and<br />

transparent bill processing system, efficient tax planning,<br />

insurance planning for various events, preparation of<br />

closure report for the <strong>Games</strong><br />

• Finding effective solutions within the framework of laid<br />

down rules and procedures, contributing to strategies for<br />

the procurement and delivery of the services<br />

Recommendations<br />

• The Accounts and Finance FA, like any other FA, should be<br />

manned by professionally qualified people of high integrity.<br />

• The delegation of financial powers should commensurate<br />

with the responsibility thrust on the different officials.<br />

• The system of record keeping and internal check of bills<br />
