PROCUREMENT<br />

The role of Procurement FA was to formulate a<br />

comprehensive plan and policy for procurement of goods<br />

and services in a planned manner for current and future<br />

requirements as per defined guidelines at required locations<br />

in a fair and transparent manner and to ensure procurement<br />

of goods and services of standard quality at reasonable<br />

price. However, the policy followed in the Procurement FA<br />

had been to procure some of the common user items only,<br />

whereas items meant for a particular FA were procured<br />

by the concerned FA itself, unless an item was specifically<br />

decided to be procured by the Procurement FA.<br />

The focus of the Procurement FA was to make the<br />

procurement of goods of standard quality at reasonable price,<br />

delivery in a planned manner within the timeframe in a fair<br />

and transparent manner, safeguarding OC CWG Delhi 2010’s<br />

interest within the framework of the law of the land.<br />

In a number of cases, the time for procurement was so<br />

short that it was not possible to follow normal prescribed<br />

codal formalities, such as for fitness equipment and uniforms<br />

for the Indian contingent. Since sufficient time was required<br />

to be given to prospective suppliers, a methodology of<br />

procurement was devised with the approval of the competent<br />

authority to ensure procurement in a fair and transparent<br />

manner.<br />

The Procurement FA placed 120 Purchase Orders of<br />

various items of the value Rs. 19 crore approximately,<br />

concluded rate contracts for 29 different items of cartridges<br />

for printers on four different firms, vetted RFPs, EoIs, etc.,<br />

received from other FAs and was represented as the member<br />

of the Evaluation Committee and tender opening teams in<br />

respect of the procurements processed by other FAs.<br />

All efforts were made to make procurements in a fair and<br />

transparent manner so as to ensure that goods and services<br />

procured were of the desired quality, at a reasonable price<br />

within the required timeframe.<br />

Key Lessons<br />

• Sufficient time should be made available for procurement<br />

of stores and services in a planned manner following all<br />

codal formalities in a fair and transparent manner<br />

• There should be professional procurement personnel who<br />

should vet all RFPs centrally. The policy should be clear<br />

as to the category of items to be procured through the<br />

centralised procurement system and those to be procured<br />

by the concerned FAs<br />
