VIII. CONFINEMENT: DOC (DC Jail/CDF), CCA (CTF)<br />

& BOP (Prisons)<br />

The District of Columbia utilizes two jails to securely detain persons awaiting future<br />

court hearings, USPC actions, to serve a sentence of one year or less, or six months prior<br />

to a man's release from the Bureau of Prisons. The Central Detention Facility (CDF) is<br />

commonly referred to as the DC Jail. CDF located at 1901 D Street, SE is operated by<br />

the DC Department of Corrections (DOC). The other jail is the Correctional Treatment<br />

Facility (CTF) located at 1901 E Street, SE is a for-profit facility operated by the<br />

Correctional Corporation of America (CCA). CTF detains all incarcerated women, low<br />

security level men, inmates in need of infirmary care, children charged as adults, youth<br />

held pending the completion of their Youth Rehabilitation Act Study (YRAS), and more<br />

recently, men returning home from the BOP six months prior to their release to assist<br />

with their reentry.<br />

Children Charged as <strong>Adult</strong>s: Detained youth (male and female) charged as adults are<br />

held in segregated units at the CTF. If the youth is sentenced to prison he remains in the<br />

“juvenile unit’ at CTF until his 18 th birthday, at which time he will be immediately<br />

transferred to the DC Jail, and shortly thereafter to a BOP facility.<br />

Both jails are located on the grounds of the DC General Hospital complex and accessible<br />

via automobile, metro rail orange or blue line @ Stadium Armory, Metrobus: E2, 32, 34,<br />

P6, V7 92, & 96<br />

Gender Classification and Housing of DOC Inmates: Transgender, transsexual, intersex,<br />

and gender variant persons incarcerated by DC Department of Corrections (DOC)<br />

may request placement in a jail housing unit not in accord with their genitalia. DOC<br />

Transgender Committee (TC) (medical practitioner, mental health clinician, DOC<br />

supervisor, volunteer member of the transgender community) will: review documents and<br />

information that identifies inmate as transgender or intersex, interview inmate, and assess<br />

inmate’s vulnerability to victimization if housed in general population. TC’s assessment<br />

of where inmate should be housed based on: inmate’s assessment of vulnerability, safety<br />

and security of inmate and staff, housing availability, gender identity and genitalia. TC<br />

can recommend inmate be housed: in general population, in protective custody, or in a<br />

unit consistent with gender identity, appearance, and overt expression that differs from<br />

their birth sex or genitalia.<br />

Oversight of DOC and PSA placements at Extended House, Hope Village and The<br />

Fairview (formerly Washington Halfway Homes for Women). Clients with verifiable<br />

jobs (with paystubs) will be placed on the top of the halfway house list. Employment<br />

verification letters on formal letterhead should be sent to Mr. Murphy.<br />
