CSOSA utilizes an information database system (SMART), that employs an automated<br />

risk and needs assessment tool that determines the level of supervision and frequency of<br />

contacts with the supervision officer. Based on the assessment, one of four levels of<br />

supervision is assigned: Intensive, Maximum, Medium and Minimum (see table below.)<br />

The drug testing schedule is based on the supervision level and history of drug testing.<br />

CSS further utilizes an in-house computerized supervision planning instrument (AUTO<br />

Screener), that analyzes information (educational level, employment history, community<br />

support and networking, housing stability, victimization, prior supervision failures,<br />

physical health, leisure time, substance abuse history and drug testing, mental health<br />

history, criminal history and motivation and attitude) and recommends a prescriptive<br />

supervision plan (PSP). Individuals with past violent behaviors and/or high levels of drug<br />

use, are likely placed under a higher level of supervision, as indicated through AUTO<br />

Screener.<br />

Community visits are conducted by the Community Supervision Officer (CSO) and<br />

periodically with law enforcement personnel. CSOSA uses incentives and sanctions to<br />

encourage compliance with conditions of release. A variety of sanctions are used to<br />

address non-compliant behavior, to include daily reporting, community service,<br />

electronic monitoring, jail sanctions, Halfway Back, and the Re-entry Sanctions Center<br />

(RSC). Understanding that relapse is part of recovery, a relapse prevention plan is<br />

developed as part of the individual’s treatment process. Individuals can be referred to<br />

prevention programs, including community self-help groups, such as (NA) Narcotics<br />

Anonymous and (AA) Alcoholics Anonymous. If relapse occurs the CSOSA agent may<br />

refer client for a substance abuse evaluation and recommend more treatment.<br />
