Prepare and assist those returning from prison with support and referrals for<br />

employment assistance, academic enrichment, mentoring, counseling services.<br />

Provide court ordered and volunteer anger management, domestic violence, and<br />

parenting classes. Provide assistance to DC fathers under the DHS Fatherhood<br />

Initiative Program. Case worker gets involved with the inmate prior to and<br />

after release. Educates and prepares inmates and family about what to expect when<br />

client returns to the community. Case management services work in conjunction with<br />

conditions of probation or parole, to include reporting non-compliance in the RAPP<br />

program to CSO. Referrals accepted from all sources.<br />

Connects persons recently released from prison/jail with trained mentors. Assist with<br />

connecting to appropriate social services, relationship counseling, limited start-up<br />

financial assistance, work clothes, transportation, housing referrals, job readiness.<br />

Mentors meet with mentees at least once per week, more frequently if necessary.<br />

C. Employment<br />

Inmates should start planning for employment at least six months prior to their expected<br />

release date. Many Bureau of Prison (BOP) facilities offer pre-release employment<br />

readiness training and job search programs to help inmates apply for employment prior to<br />

their release. CSOSA facilitates special pre-release readiness programs at FCI Hazelton<br />

(women) and Rivers Correctional Institute (men).<br />

Ban the Box: “Returning Citizens Public Employment Inclusion Act 2012” prohibits DC<br />

municipal agencies from inquiring about an applicant’s criminal past, at the “initial<br />

stage” of the application process. The law further requires city agencies to consider<br />

balancing factors when reviewing applications, i.e. evidence of rehabilitation, time passed<br />

since the offense, and the relevance of the offense to the position sought. If the<br />

applicant’s criminal past is a factor on whether to hire, the applicant may provide an<br />

explanation of their history, and the employer must consider the rehabilitation of the<br />
