Branch V - Interstate Compact and General Supervision<br />

Administrative and case management services for individual: under the auspices of<br />

the Interstate Compact for <strong>Adult</strong> Offender Supervision (ICAOS), under general<br />

supervision, and in a warrant-issued status for more than 90 days. Three Interstate<br />

“Out Teams” conduct screenings and intake functions as well as supervision and<br />

monitoring services for those whose probation and parole matters originated in DC but<br />

ultimately were transferred for supervision in another jurisdiction. Two Interstate “In<br />

Teams” provide parole and probation supervision for those sentenced in another<br />

jurisdiction, but relocated to DC to live and/or work. Case management services for<br />

the out-of-town supervision caseloads are provided in neighborhood field units<br />

situated throughout the city.<br />

Branch VI - Illegal Substance Collection Unit<br />

Collects specimen samples for drug testing and manages the oral fluid swab testing<br />

program. Analysis of drug test data is through the Drug Testing Management System<br />

(DTMS). This branch provides certification and expert witness testimony on drug test<br />

results and specimen quality control procedures. This information may be required at<br />

status and violation hearings set before the Court and/or US Parole Commission.<br />

Branch VII - Female General, Behavioral Health Supervision/Sex Offender<br />

Specialized supervision of females; all females report to 25 K Street, NE, 20002.<br />

Specialized sex offender supervision teams provide assessment, supervision and<br />

treatment monitoring services to convicted sex offenders and others who are<br />

determined by CSOSA to have inappropriate sexual issues. CSOSA utilizes one<br />

contract provider 2 to conduct evaluations and counseling services. Treatment<br />

providers and CSOs share confidential treatment and compliance information.<br />

CSOSA employs the “Containment Approach (CA)” to supervise. CA utilizes internal<br />

and external control tools such as electronic monitoring, computer monitoring,<br />

polygraph, and random searches of client’s property. Sex offenders are automatically<br />

supervised at maximum supervision level for the first 90 days of supervision. Newly<br />

released sex offenders are coupled with a GPS tracking device for the first 30 to 90<br />

days or at other times at CSOSA discretion. Teams further collaborate with<br />

Metropolitan Police Department to coordinate oversight responsibility for the<br />

registration of convicted sex offenders in DC who are required to register under the<br />

Sex Offender Registration & Notification Act (SORNA) of 1999. The Sex Offender<br />

Registration unit is located at 300 Indiana Ave, NW in the Offender Processing Unit<br />
