newspapers or magazines. Incoming mail should be addressed directly to the inmate:<br />

with inmate’s prison ID number; the institution’s name and mailing address.<br />

Inmate Mail at DC Jail/CDF and CTF<br />

The send mail to a CDF or CTF inmate: include inmates’ name, DCDC number, and<br />

forward to the DC facility where inmate is detained:<br />

DC Jail CDF: 1901 D Street, SE, Washington, DC 20003<br />

CTF: 1901 E Street, SE, Washington, DC 20003<br />

Inmates pay the cost of their outgoing mail. No limit on amount of mail sent or<br />

received.<br />

Inmate Mail at BOP & Rivers CI<br />

To send or receive General mail, inmates must first list the names, addresses and other<br />

personal information of the potential recipients with the BOP TRULINCS computer<br />

system. Recipients must be pre-approved by BOP. TRULINCS is an internal BOP<br />

database that monitors the inmates Postal and Electronic outside contacts. Outgoing<br />

postal mail must be addressed using pre-printed labels generated through the<br />

TRULINCS database. Inmates must provide regular postage available at the prison<br />

commissary.<br />

Electronic messages (email): Eligible inmates may also communicate via email with<br />

family, friends, attorneys, social workers and other inmates preapproved in the<br />

TRULINCS database. There is no cost for email correspondence. (Internet access is<br />

not available)<br />

G. Inmate Financial Accounts<br />

CDF - Inmates can purchase certain desired toiletries, food, essential clothing and<br />

reading materials that is available through the jail’s canteen. There are five ways to<br />

send money to a CDF’s inmate’s canteen account:<br />

o By mail directly to the inmate (US Postal or Western Union money orders<br />

only). Money orders, must include inmates name and DCDC number.<br />

o Online: via www.westernunion.com/corrections ($6.95 Quick collect fee)<br />

o By telephone: 1-800-634-3422 (Visa, MasterCard, American Express) ($5.95<br />

transaction fee).<br />

o Walk-in cash payment to inmate account via Western Union. Western Union<br />

locations www.westernunion.com Fee is $12.99<br />

o Kiosk (ATM machine) in the lobby of Video Visitation Center at DC General.<br />

Must have inmate’s DCDC number.<br />

CTF - Inmates can purchase certain desired toiletries, food, essential clothing and<br />

reading materials that is available in the CTF commissary. There are two ways to<br />

send money to an inmate at CTF. Family and friends cannot walk-up to CTF and<br />

add money to an inmate’s account.<br />
