similar laws banning the box on employment applications.<br />

Target Stores: Target Stores recognizes “Ban the Box” nationwide.<br />

The Federal and District of Columbia governments offer hiring incentives and bonding<br />

programs that underwrite employers when they hire: ex-offenders, recovering substance<br />

abusers, adults with no work history, and those with poor credit. Employment must be<br />

The Work Opportunity Tax Credit<br />

(202) 698-5599 entitles the employer to receive a $2,400 tax credit for<br />

each new employee hired under the program. The employer is credited<br />

35% on the first $6,000 paid in wages for each eligible employee. The<br />

employee must remain on staff continuously for at least 80 days or 400<br />

hours, 120 days if summer youth program.<br />

Federal Bonding Program<br />

(1-800-233-2258) indemnifies the employer against theft, forgery,<br />

larceny and embezzlement for up to $5,000, for six months. Eligibility:<br />

any type of criminal record, working over 30 hours per week. Selfemployed<br />

Federal Prison Industries (UNICORE)<br />

www.unicor.gov Indemnifies employer against theft up to $5,000 for the<br />

first six months of employment. Eligibility: worked in UNICOR<br />

Industries program for at least six-months while incarcerated and must<br />

seek coverage within one year of release. Entitled to coverage for one<br />

job after completing residence in a Residential Re-entry Center (Halfway<br />

House). The amount of payment available for employers is up to $5,000.<br />

UNICOR provides the initial bond payment which covers up to six<br />

months. The employer can extend the initial bond at commercial rates.<br />

The Department of Employment of Services (DOES) provides a range of comprehensive<br />

services to help DC residents obtain and maintain employment. DC residents beginning<br />

at age 14 are eligible for job training and job placement assistance. Residents desiring to<br />

augment their employability skills can receive government support to attend independent<br />

academic or vocational training schools. A partial list of schools and vocational training<br />

programs eligible for tuition assistance is listed at www.dcnetworks.org DOES have<br />

several decentralized DC American Job Centers staffed with benefits specialists, case<br />

managers, job training and placement counselors. Access to a job locator database is<br />
