Annex A Royal Devon and Exeter NHS Foundation Trust Quality Report 2012/13 Statement from the Northern, Eastern and Western Devon Clinical Commissioning Group The NHS Northern Eastern and Western Clinical Commissioning Group (NHS NEW Devon CCG) founded on 1st April 2013, is now the commissioning organisation for many services that the Royal Devon and Exeter NHS Foundation Trust (The Trust) provides. The Eastern Locality Board, who have delegated authority and responsibility from NEW Devon CCG for commissioning those services, look forward to working in partnership with the Trust in the coming year to deliver high quality, effective and efficient services that meet the local needs of their patients and both managers and clinicians from commissioning and the Trust are continuing to work closely in determining and improving the services for 2013/2014. This is a process that is well aided by some of the excellent patient-centred work identified in this report. This Quality Report describes the patient experience. There is a range of means that allow patients and carers to give their views of the services they have experienced. This enables the Trust to act on the feedback. The importance of patient experience information is how it then influences changes and improves services. The hospital can clearly demonstrate the difference they are making to patients when using patient information, which can be instant for example feedback immediately at ward level or used toward longer term improvements for example, in service redesign. Initiatives such as the use of the Forget Me Not for patients who are struggling to communicate their needs is a very useful, visual reminder to staff when they are caring for the patient. The Consultant Nurse for older people is addressing the needs of older patients across the whole hospital. The demographics for the east coast of Devon shows higher numbers of elderly patients than the national figures who then use inpatient and outpatient services therefore this work is timely and the changes that this will bring in terms of improving the Patient Experience is supported by the Eastern Locality Board. CQUIN targets have been achieved and exceeded this year and have led directly to improved patient care and outcomes. The areas chosen for local improvement relate directly to areas of care that impact on patient experience such as nutrition and hydration, end of life care, antibiotic prescribing and nosocomial pneumonia. The Eastern Locality Board acknowledges the hard work that has been undertaken to deliver the 2012/13 CQUIN targets. The zero tolerance approach to healthcare-associated infections and care-acquired skin damage is welcomed. Infection targets will be very challenging over coming months and the Trust is working strenuously to keep patients free from harm. The Eastern Locality Board agrees with the work reflected in the 2012/13 Quality Account and acknowledges that the Trust continues to put patient safety and quality of care at the forefront of the services they deliver whilst striving to improve at every level in order to meet the needs of the population it serves. We look forward to the Trust maintaining the improvements in the quality of service patients have received in receipt of urgent care during 2012/13 and a continuation in the collaborative working which has brought the improvements in the quality of service in the Emergency Department. Both organisations have a shared vision with respect to delivering innovative care in the areas of first appointment outpatients and followups and we look forward to the quality improvements this work will deliver. The work for 2013/14 will no doubt bring challenges in order to deliver safe, cost effective services, however the Eastern Locality Board on behalf of NEW Devon CCG looks forward to working together with the Trust over the coming year

Annex A Royal Devon and Exeter NHS Foundation Trust Annual Quality Report 2012/13 59 Statement from the Health and Wellbeing Scrutiny Committee Commentary on the Royal Devon and Exeter NHS Foundation Trust quality account Due to Council elections and the timing of its submission for comment, Devon County Council’s Health and Wellbeing Scrutiny Committee has been unable to consider the Royal Devon and Exeter NHS Foundation Trust Quality Account this year. Overview and Scrutiny Committees are well placed to ensure the local priorities and concerns of residents are reflected in a provider’s Quality Account. In line with this approach Devon County Council’s Health and Wellbeing Scrutiny Committee will welcome a continuation of the positive engagement process from The Royal Devon and Exeter NHS Foundation Trust in the coming year.
