Our Governors and Members Royal Devon and Exeter NHS Foundation Trust Annual Report and Accounts 2012/13 Membership overview Our membership now stands at 18323, made up of 12398 public Members and 5925 staff Members. Anyone aged 12 or over who lives in the area we service, or who works for the Trust on a permanent contract or one of 12 months or more, has the right to become a Member of the Trust. The three public constituencies, with membership numbers as at 31st March 2013, are: East Devon, Dorset & Somerset – 4407 Exeter & South Devon – 4793 Mid, North, West Devon & Cornwall – 3198 The boundaries of the Trust’s public membership include Cornwall, Devon, Somerset and Dorset. Members’ Say The Members' Say meetings continue to provide a good way of developing a productive dialogue with Members and offering something to Members to recognise and reward their status as 'shareholders' of the Trust. The events provide an opportunity for that group of Members who have the most interest in the Trust to be informed of some of the work we are doing, as well as to take part in interactive activities and focus groups. The model works well as a way of engaging a particular group of Members, and the outcomes of the activities and focus groups provides useful research data on the perceptions and views of Members (and thus the public) on specific topics. This can help inform the development of strategic issues, changes in service delivery and, at an operational level, helping us benefit from knowing the views of the public. It is worth noting at the outset that Members who attend the event are self-selecting and the results of the research undertaken on the day needs to be viewed in this light. Nevertheless, as a whole, the Trust’s membership largely mirrors that of the wider population served by the Trust. While there is not a direct correlation between the views expressed at these events and those of the population at large, it is reasonable to assume that the results provide an insight into the opinions of a diverse group who have knowledge and experience of healthcare services. In considering the outcomes of the event, it can be assumed that they represent the best possible interpretation of the broader views of the membership and thus the wider public and therefore provide a 'good enough' basis for analysis. As a methodology for engagement and dialogue with Members, these events will remain, with some refinements, a core element of the Foundation Trust work plan going forward. The Members' Say approach enables the Trust to identify, explore and understand the views, opinions, pre-conceptions and concerns of Members on aspects of healthcare. As the profiling of our Members on a range of indicators mirrors that of the wider population (being somewhat older and somewhat wealthier than the broader population), the views of Members can, with some caveats, be seen as representing the broader views of the population serviced by the Trust. Understanding the views of Members – as key stakeholders – in some depth is important because it can: • Help in the design of service changes. This may include understanding what changes people would want to see implemented but also, critically, what tolerance there may be to a sub-optimal solution • Help contribute to the development and implementation of organisational strategy • Help understand views on a range of related, but important, matters that are likely to become more prominent over future years (such as on branding, for example) • Help test out lines of argument in a relatively safe way on issues on which gauging potential public opinion could be a critical risk factor
