Attention has not yet focused on areas with the greatest need of<br />

<strong>development</strong> <strong>in</strong> Aceh and Nias. As demonstrated earlier <strong>in</strong> this report <strong>in</strong><br />

the discussion on f<strong>in</strong>ancial aid flows, donors have by and large been<br />

unable to override government policy to redirect <strong>development</strong> fund<strong>in</strong>g<br />

towards the historically more marg<strong>in</strong>alised and deprived areas. The category<br />

of “tsunami affected” is <strong>in</strong> fact becom<strong>in</strong>g more a h<strong>in</strong>drance than<br />

a contribution to recovery. This relates to economic structure, dom<strong>in</strong>ated<br />

by oil and gas exports. Agriculture and fish<strong>in</strong>g, <strong>in</strong> which many<br />

people are engaged, offers few growth opportunities, while coffee, for<br />

example, mostly found <strong>in</strong> non-tsunami affected areas, is the highest contributor<br />

to exports.<br />

7.5 Social fabric is best restored by <strong>in</strong>tegrated action<br />

Shelter, hous<strong>in</strong>g and habitat have dom<strong>in</strong>ated the reconstruction activities,<br />

and there has been a progressive <strong>in</strong>tegration of the aid programmes<br />

with<strong>in</strong> the communities, as field presence became more cont<strong>in</strong>uous and<br />

work with construction contractors more limited. Hous<strong>in</strong>g is considered<br />

by the affected population as a priority, and receives a high rat<strong>in</strong>g – particularly<br />

when it is driven by community ownership, and <strong>in</strong>formed by a<br />

strong knowledge of local reality and <strong>in</strong>terventions address some particular<br />

needs for psychological recovery. Social fabric has by and large<br />

been reconstituted, with the exception of the areas affected by <strong>in</strong>tense<br />

warfare <strong>in</strong> the east and north of Sri Lanka, and l<strong>in</strong>ger<strong>in</strong>g community<br />

resentments <strong>in</strong> some Maldivian islands.<br />

The most successful <strong>in</strong>terventions are those that have promoted<br />

<strong>in</strong>tegrated approaches, touch<strong>in</strong>g on a broad variety of sectors, and are<br />

l<strong>in</strong>ked to longer term <strong>development</strong> plann<strong>in</strong>g. These strategies have been<br />

however difficult to formulate <strong>in</strong> all three countries, due to policy fragmentation,<br />

excessively isolated <strong>in</strong>itiatives, or political confusion.<br />

Humanitarian assistance organisations have a sectoral specialisation,<br />

which reduces the ability to take responsibility for populations <strong>in</strong> an<br />

area. It also reduces access to holistic <strong>in</strong>formation, while the local<br />

adm<strong>in</strong>istration is not very able to ensure or handle the handover.<br />

Shelter, hous<strong>in</strong>g and habitat are a priority for the population, but<br />

should be driven by community <strong>in</strong>itiative, and <strong>in</strong>formed by a strong<br />

knowledge of local reality. Agencies have tended to allow immediate<br />

objectives to determ<strong>in</strong>e their work, to the detriment of conflict sensitivity.<br />

However it is <strong>in</strong>terest<strong>in</strong>g to note that whereas early on the distribution<br />

of aid led to rent seek<strong>in</strong>g and elite capture (amply described <strong>in</strong><br />

LRRD1), this has been reversed over time through rehabilitation activities,<br />

with elites now feel<strong>in</strong>g occasionally threatened by the egalitarian<br />

nature of pro-poor target<strong>in</strong>g with<strong>in</strong> communities. This fact po<strong>in</strong>ts to the<br />

need for aid agencies to ma<strong>in</strong>ta<strong>in</strong> a strong focus on cultural appropriateness.<br />
