8.2 For donor governments<br />
Strengthen local level state effectiveness<br />
28. Donor agencies should be actively engag<strong>in</strong>g central level government,<br />
regions, and also local government, dur<strong>in</strong>g the recovery phase, and<br />
not delegate plann<strong>in</strong>g to humanitarian agencies or multi-donor<br />
pooled fund<strong>in</strong>g with a restricted mandate <strong>in</strong> economic or <strong>in</strong>frastructure<br />
issues. This calls for much more <strong>in</strong>tense ‘<strong>development</strong> diplomacy’,<br />
<strong>in</strong>clud<strong>in</strong>g the deployment of technical assistance <strong>in</strong> the field,<br />
identification of risks and bottlenecks <strong>in</strong> delivery, monitor<strong>in</strong>g of performance,<br />
and supplement<strong>in</strong>g pooled fund<strong>in</strong>g with targeted bilateral<br />
<strong>in</strong>itiatives where required.<br />
More long range analysis<br />
29. Donors should consider that the timeframes for relief <strong>in</strong> a phase of<br />
natural disaster reconstruction should be multi-year, which means<br />
that specific budget l<strong>in</strong>es allow<strong>in</strong>g rapid and decentralised allocations,<br />
but also long-term plann<strong>in</strong>g, should be either created or preserved.<br />
30. Donors and governments of the region should cont<strong>in</strong>ue to review procedures<br />
for multi-donor trust funds <strong>in</strong> recovery. Aid effectiveness analyses<br />
should consider that the Aceh multi-donor trust fund made a<br />
good l<strong>in</strong>kage to relief operations, however the process of identification<br />
of projects should be streaml<strong>in</strong>ed and more rapid, based on<br />
explicit situation analysis.<br />
31. Donors should require that project proposals and the function<strong>in</strong>g of<br />
multi-donor fund<strong>in</strong>g mechanisms <strong>in</strong>clude conflict sensitivity analysis<br />
as due diligence prior to fund<strong>in</strong>g decisions.<br />
Better targeted livelihoods recovery<br />
32. Humanitarian aid donors should direct fund<strong>in</strong>g to meet basic needs and<br />
reduce the risk of further vulnerability (preventive approaches), and<br />
not just concentrate on asset replacement over a short period (12–18<br />
months). They should not aim to do livelihoods promotion through<br />
short-term fund<strong>in</strong>g.<br />
33. Donors should create stronger policy dialogue and coord<strong>in</strong>ation<br />
mechanisms at the national level around the issue of support to isolated<br />
populations when they are affected by disasters <strong>in</strong> the midst of<br />
conflict. They could use exist<strong>in</strong>g <strong>in</strong>-country forums such as European<br />
Union consultations, multi-donor or pooled funds, or us<strong>in</strong>g<br />
lead donor entry po<strong>in</strong>ts.<br />
