The figure illustrates the fact that it is the comb<strong>in</strong>ation of various dimensions<br />
of policy (drawn from the Hyogo Framework for Action, a disaster<br />
risk reduction policy framework) which reduces risk, rather than the<br />
application of a s<strong>in</strong>gle one of them.<br />
This figure (Figure 3) is a simplification as it does not reflect the<br />
<strong>in</strong>ter-l<strong>in</strong>kages between the aspects of DRR shown, but also with non<br />
DRR themes such as livelihoods, capacities, the social fabric, the state<br />
and civil society. In fact this <strong>in</strong>ter-l<strong>in</strong>kage between risk reduction and<br />
other areas was repeatedly emphasised by comments made by <strong>in</strong>terviewees<br />
dur<strong>in</strong>g the evaluation.<br />
A large number of agencies are engaged <strong>in</strong> DRR work. The exact<br />
number is not known, but when asked, <strong>in</strong>terviewees referred to “everybody”<br />
do<strong>in</strong>g some tsunami awareness or other DRR work. However, an<br />
analysis of 7,775 post<strong>in</strong>gs to ReliefWeb on the tsunami suggested that a<br />
few organisations were tak<strong>in</strong>g a lead<strong>in</strong>g role, at least <strong>in</strong> flagg<strong>in</strong>g up the<br />
issue. The International Federation of Red Cross and Red Crescent<br />
Societies paid particular attention to the topic.<br />
5.2 Changes at legislative and adm<strong>in</strong>istration level<br />
Disaster reduction, or at least reduc<strong>in</strong>g the risk from tsunamis, has<br />
become a priority <strong>in</strong> the region. The tsunami led to agreement to set the<br />
formation of the Indian Ocean Tsunami Warn<strong>in</strong>g Centre.<br />
Sri Lanka has new legislation on this subject, as well as new <strong>in</strong>stitutions.<br />
Interviewees repeatedly stressed that the attitude to disaster risk<br />
has changed completely <strong>in</strong> Sri Lanka. The new national <strong>in</strong>stitutions are<br />
reflected also at the district level. Some divisions have disaster management<br />
liaison officers and some communities have disaster management<br />
committees, however these structures are more likely to be found <strong>in</strong><br />
tsunami-affected divisions and communities. It is too early to say if these<br />
new structures will be susta<strong>in</strong>ed, as the memory of the tsunami fades.<br />
