These determ<strong>in</strong>ed the nature of the l<strong>in</strong>kages between relief, rehabilitation<br />
and <strong>development</strong>. The ris<strong>in</strong>g role of the state and peace <strong>in</strong> some<br />
quarters offer greater possibilities that need to be captured better, earlier<br />
on.<br />
While the first two variables do not depend on the nature of the<br />
response, the others are with<strong>in</strong> the sphere of <strong>in</strong>fluence of state and civil<br />
society.<br />
The donor harmonisation agenda and decentralisation policies<br />
have not, at the time of this evaluation, achieved their aim of facilitat<strong>in</strong>g<br />
l<strong>in</strong>kages between relief and <strong>development</strong>, and, accompanied as they are<br />
by substantial capacity weaknesses, may have contributed to the reduced<br />
l<strong>in</strong>kages. There rema<strong>in</strong>s an overly strong project focus, which limits<br />
ga<strong>in</strong>s made <strong>in</strong> participatory approaches, such as the deployment of<br />
grievance procedures for the general population.<br />
An assessment of the forces strengthen<strong>in</strong>g the l<strong>in</strong>ks to <strong>development</strong><br />
shows that these are largely related to the ability of the state to take on<br />
a central role. While civil society is start<strong>in</strong>g from a position of weakness,<br />
it has contributed to better l<strong>in</strong>kages to the population, but certa<strong>in</strong>ly not<br />
to the extent foreseen by many aid <strong>in</strong>terventions.<br />
Conflict has played a strong <strong>in</strong>fluence on many of the programmes,<br />
while on the other hand the aid agencies, the donors and civil society<br />
have not found ways of address<strong>in</strong>g conflict sensitivity as a deliberate<br />
form of l<strong>in</strong>kage to <strong>development</strong>. When peace has resulted from the<br />
<strong>in</strong>terventions, it has not been l<strong>in</strong>ked to objectives as such.<br />
Yet <strong>in</strong> Indonesia, while the reason<strong>in</strong>g was that several books could<br />
be written on the deficiencies and mistakes of the response to the tsunami,<br />
the fact that peace had been achieved entailed such an important<br />
ga<strong>in</strong> which was so fundamental for the <strong>development</strong> for the region, that<br />
the local message given by the head of the Aceh Re<strong>in</strong>tegration Authority<br />
was that “it would be a mistake to dwell on shortcom<strong>in</strong>gs”. We would<br />
agree that conflict has been a significant enough <strong>in</strong>fluence <strong>in</strong> the dynamics<br />
<strong>in</strong> the affected areas for conflict mitigation to be considered a significant,<br />
if <strong>in</strong>direct, success.<br />
