5 Time plan and budget<br />

The evaluation will take place dur<strong>in</strong>g autumn 2008 and beg<strong>in</strong> dur<strong>in</strong>g<br />

September. It is estimated to end <strong>in</strong> January 2008 with the f<strong>in</strong>al, synthesis<br />

report.<br />

The total budget should not exceed SEK 3.2 million.<br />

6 Report<strong>in</strong>g<br />

Each of the two steps of the follow-up evaluation shall end with a separate<br />

report. The report from Step one, the documentary study, shall be<br />

written <strong>in</strong> such a way that it may serve as a stand-alone publication, <strong>in</strong><br />

itself an evaluation based on written sources, which can be read as a<br />

summary and analysis of previous major studies and as a source for<br />

f<strong>in</strong>d<strong>in</strong>g the majority of reports and sources regard<strong>in</strong>g relief, recovery<br />

and <strong>development</strong> efforts related to the tsunami disaster.<br />

The second report will cover the field study and may be considered<br />

as a work<strong>in</strong>g paper to be used later for the f<strong>in</strong>al, synthesis report.<br />

A synthesis report from the entire evaluation shall <strong>in</strong>clude an analysis<br />

related to both f<strong>in</strong>d<strong>in</strong>gs from the follow-up evaluation and the first<br />

LRRD evaluation. The f<strong>in</strong>al format for the synthesis report shall be<br />

determ<strong>in</strong>ed <strong>in</strong> consultation with the Jo<strong>in</strong>t Steer<strong>in</strong>g Committee (JSC)<br />

and the Management Group (MG).<br />

The documentary study report and the f<strong>in</strong>al report shall each have<br />

a ma<strong>in</strong> text <strong>in</strong> English of maximum 75 pages. Depend<strong>in</strong>g on the amount<br />

of material collected and deemed necessary to publish, additional volumes<br />

may be pr<strong>in</strong>ted or distributed on electronic media. Reports shall<br />

be submitted <strong>in</strong> five hard copies and on five CDs and follow the normal<br />

format for Sida evaluation reports. The consultant may engage professional<br />

editors to ascerta<strong>in</strong> good readability.<br />

Report<strong>in</strong>g will also be done through at least one workshop <strong>in</strong> the<br />

region (South/South East Asia) after each step. The workshops will be<br />

based on the draft versions of the reports. The f<strong>in</strong>al report shall be presented<br />

<strong>in</strong> each of the countries <strong>in</strong>cluded <strong>in</strong> the evaluation. Also a presentation/workshop<br />

shall be held <strong>in</strong> Europe at the end of the assignment.<br />

In addition to the full synthesis report <strong>in</strong> the format specified <strong>in</strong><br />

detail later the consultant shall prepare a short, comprehensive Summary<br />

Report of maximum 20 pages and a well designed PowerPo<strong>in</strong>t<br />

presentation which summarises the ma<strong>in</strong> f<strong>in</strong>d<strong>in</strong>gs and lessons learned<br />

from the evaluation. This Summary Report shall also be translated <strong>in</strong>to<br />

national languages of the three countries as specified by the Jo<strong>in</strong>t Steer<strong>in</strong>g<br />

Committee. The Summary Report will have a wider audience than<br />

the full reports and shall be written with this <strong>in</strong> m<strong>in</strong>d. The PowerPo<strong>in</strong>t<br />

presentation may have two versions, one aimed for a wider audience<br />

and one aimed for a professional audience.<br />
