<strong>in</strong>crease at the local level, the propagation of new districts (11 out of 22<br />

<strong>in</strong> Aceh s<strong>in</strong>ce 2000), and the conflict. Accord<strong>in</strong>g to Ghani and Lockhart<br />

(2008) a process for connect<strong>in</strong>g citizens’ voices to government is miss<strong>in</strong>g<br />

<strong>in</strong> fragile states and contexts such as Aceh. Given exist<strong>in</strong>g capacity constra<strong>in</strong>ts,<br />

local government <strong>in</strong> Aceh has not been as <strong>in</strong>volved <strong>in</strong> the reconstruction<br />

effort as it could have been.<br />

2.5 Changes <strong>in</strong> participation & issues of accountability<br />

The level of participation is <strong>in</strong>strumental to efforts l<strong>in</strong>k<strong>in</strong>g the relief<br />

response to <strong>development</strong>. Participation was mentioned both as an<br />

opportunity and a limitation <strong>in</strong> the context of the field study. The level<br />

of the response was cited as an opportunity <strong>in</strong> all countries for <strong>in</strong>creased<br />

participation and capacity build<strong>in</strong>g. Effective participation however<br />

entails groups hav<strong>in</strong>g an adequate and equal opportunity to pose questions<br />

and express preferences <strong>in</strong> decision-mak<strong>in</strong>g.<br />

Many limitations, such as pressure to disburse funds and complete<br />

projects rapidly, were cited, curtail<strong>in</strong>g the level of effective participation<br />

<strong>in</strong> all three countries. For example the Sri Lanka Civil Society Forum <strong>in</strong><br />

2005 stated that “rebuild<strong>in</strong>g policies were be<strong>in</strong>g imposed without dialogue<br />

and decisions be<strong>in</strong>g made by an extra-governmental body,<br />

TAFREN, composed entirely of big bus<strong>in</strong>ess leaders with vested <strong>in</strong>terests<br />

<strong>in</strong> the tourist and construction <strong>in</strong>dustries, who are completely unable<br />

to represent the <strong>in</strong>terests of the affected communities and who have<br />

no professional experience of deal<strong>in</strong>g with disasters. Policies and plans<br />

developed by this body are not known by the affected people, and <strong>in</strong><br />

many cases are not even known by the local government officials 31 .”<br />

Grievance systems have been an important <strong>in</strong>novation, replicat<strong>in</strong>g<br />

models established by the World Bank for the extractive <strong>in</strong>dustry. Those<br />

established <strong>in</strong> Indonesia were regarded as effective. In Indonesia the<br />

BRR had two grievance mechanisms, Satuan Anti Korupsi (SAK – Anti<br />

Corruption Unit) and Badan Pengawas (Supervisory Board) compris<strong>in</strong>g<br />

of various NGOs, universities and other respected <strong>in</strong>stitutions, to provide<br />

community oversight of rehabilitation and reconstruction activities.<br />

SAK operated under the BRR Deputy for Support Services and is supported<br />

by staff, mostly detailed from the Supreme Audit Agency (BPK). 32<br />

Responses def<strong>in</strong>ed as a result of agreements rather than consultations<br />

on the ground have created a lack of flexibility <strong>in</strong> programme<br />

approaches and fund<strong>in</strong>g <strong>in</strong>struments. This was particularly the case for<br />

the artificial reference, at least <strong>in</strong> the first few years, to “disaster affected”<br />

as a category and central focus of relief. The response to the tsunami<br />

gave priority to those directly affected by the tsunami as opposed to follow<strong>in</strong>g<br />

a pro-poor focus, a target<strong>in</strong>g based on vulnerability criteria and<br />

further<strong>in</strong>g <strong>development</strong> plans.<br />
